Just a few months prior to the commemoration of the sixtieth anniversary of the Universal Declaration of Human Rights, we believe that it is crucial to emphasize the fact that full respect for the human rights and fundamental freedoms of migrants is a sine qua non to benefiting from the positive aspects of international migration.

13. It is specifically because of these perceived economic conditions, and the tendency of Governments to view migrants as an economic burden, that the rights enumerated in the Migrant Workers Convention are necessary to ensure the human rights and fundamental freedoms of migrants.
13- ونظراً لهذه الأوضاع الاقتصادية المتصورة على وجه التحديد وكذلك ميل الحكومات إلى النظر إلى المهاجرين كعبء اقتصادي فإن الحقوق التي ترد قائمة بها في اتفاقية العمال المهاجرين تعد أمراً ضرورياً لضمان حقوق الإنسان والحريات الأساسية للمهاجرين.

176. In the same resolution, the Commission requested the Special Rapporteur to report to the General Assembly at its sixtieth session and to the Commission at its sixty-second session and to include in his annual reports a chapter on the impact of the legislation and the measures adopted by some States that restrict the human rights and fundamental freedoms of migrants.
176- وفي القرار نفسه، طلبت اللجنة إلى المقرر الخاص أن يقدم تقريراً إلى الجمعية العامة في دورتها الستين وتقريراً إلى اللجنة في دورتها الثانية والستين، وأن يضمّن تقريريه السنويين فصلاً عن تأثير التشريعات والتدابير التي اعتمدتها بعض الدول والتي تقيّد حقوق الإنسان والحريات الأساسية للمهاجرين.

103. The Secretary-General encourages the Special Rapporteur on the human rights of migrants to continue his work for the protection of the human rights and fundamental freedoms of migrants regardless of their migration status, especially those of women and children, through his dialogue with Member States and his programme of country visits.
103 - ويشجع الأمين العام المقرر الخاص المعني بحقوق الإنسان للمهاجرين على مواصلة عمله من أجل حماية حقوق الإنسان والحريات الأساسية للمهاجرين بصرف النظر عن وضعهم القانوني، ولا سيما النساء والأطفال، وذلك من خلال حواره مع الدول الأعضاء وبرنامجه للزيارات القطرية.

7. In its resolution 2005/47 the Commission on Human Rights requested the Special Rapporteur to include in annual reports " a chapter on the impact of the legislation and the measures adopted by some States that restrict the human rights and fundamental freedoms of migrants " .
7- طلبت لجنة حقوق الإنسان من المقرر الخاص، في قرارها 2005/47، أن يضمِّن التقارير السنوية " فصلاً عن تأثير التشريعات والتدابير التي تعتمدتها بعض الدول والتي تقيِّد حقوق الإنسان والحريات الأساسية للمهاجرين " .

9. In its resolution 2005/47 the Commission on Human Rights requested the Special Rapporteur to include in annual reports " a chapter on the impact of the legislation and the measures adopted by some States that restrict the human rights and fundamental freedoms of migrants " .
9- طلبت لجنة حقوق الإنسان من المقرر الخاص، في قرارها 2005/47، أن يضمِّن التقارير السنوية " فصلا عن تأثير التشريعات والتدابير التي اعتمدتها بعض الدول ومن شأنها أن تقيِّد حقوق الإنسان والحريات الأساسية للمهاجرين " .

" Bearing in mind that policies and initiatives on the issue of migration, including those that refer to the orderly management of migration, should promote holistic approaches that take into account the causes and consequences of the phenomenon, as well as full respect for all human rights and fundamental freedoms of migrants, regardless of their migration status,
