21. The alleged victims of these abuses are private individuals, journalists, lawyers, human rights defenders or members of non-governmental organizations who were, or have been, sources of information about human rights violations for United Nations human rights bodies or who had met with their representatives.
21- والضحايا المُدعى اقتراف هذه التجاوزات بحقهم أفراد أو صحفيون أو محامون مدافعون عن حقوق الإنسان أو أعضاء في منظمات غير حكومية كانوا مصادر معلومات عن انتهاكات حقوق الإنسان أفادت هيئات حقوق الإنسان التابعة للأمم المتحدة أو قابلوا ممثلي هذه الهيئات.

12. Urges States to investigate, in a prompt, effective, independent and accountable manner, complaints and allegations regarding threats or human rights violations perpetrated against human rights defenders or their relatives and to initiate, when appropriate, proceedings against the perpetrators so as to ensure that impunity for such acts is eliminated;
12- يحث الدول على التحقيق في الشكاوى والادعاءات المتعلقة بالهجمات أو بانتهاكات حقوق الإنسان التي يتعرض لها المدافعون عن حقوق الإنسان أو أقاربهم، وذلك بطريقة سريعة وفعالة ومستقلة وقابلة للمساءلة، والشروع، عند الاقتضاء، في إجراءات قضائية ضد مرتكبي هذه الأعمال لضمان القضاء على الإفلات من العقاب على هذه الأعمال؛

Cases of intimidation, persecution or reprisal against relatives of missing persons, witnesses to disappearances or their families, members of organizations of relatives and other nongovernmental organizations, and human rights defenders or individuals concerned with disappearances are transmitted to the Governments concerned, with an appeal that they take steps to protect all the fundamental rights of the persons affected.
وتتمّ إحالة جميع حالات التخويف أو الاضطهاد أو الانتقام التي ترتكب ضد أقارب الأشخاص المفقودين، والشهود على حالات الاختفاء أو أسرهم، وأعضاء منظمات أقارب المفقودين والمنظمات غير الحكومية الأخرى، والمدافعين عن حقوق الإنسان أو الأشخاص المعنيين بحالات الاختفاء، إلى الحكومات المعنية مع مناشدتها اتخاذ خطوات عملية لحماية كافة الحقوق الأساسية للأشخاص المعنيين.

14- والضحايا المدّعى ارتكاب هذه الانتهاكات بحقهم أفراد أو كتّاب أو زعماء محليون أو مدافعون عن حقوق الإنسان أو أعضاء في منظمات غير حكومية، عملوا كمصادر معلومات عن انتهاكات حقوق الإنسان لهيئات الأمم المتحدة المعنية بحقوق الإنسان أو قابلوا ممثلي هذه الهيئات.

18- وكان ضحايا هذه الإساءات المزعومة أفراد أو صحفيون أو محامون أو مدافعون عن حقوق الإنسان أو أعضاء في المنظمات غير الحكومية عملوا كمصادر للمعلومات لهيئات الأمم المتحدة لحقوق الإنسان عن انتهاك هذه الحقوق أو قابلوا ممثلي هذه الهيئات.

Cases of intimidation, persecution or reprisal against relatives of missing persons, witnesses to disappearances or their families, members of relatives' organizations and other non-governmental organizations, human rights defenders or individuals concerned with disappearances are transmitted to the Governments concerned, with an appeal that they take steps to protect all the fundamental rights of the persons affected.
وتتم إحالة جميع حالات التخويف أو الاضطهاد أو الانتقام التي تُرتكب ضد أقارب الأشخاص المفقودين والشهود على حالات الاختفاء أو أسرهم، وأعضاء منظمات أقارب المفقودين والمنظمات غير الحكومية الأخرى والمدافعين عن حقوق الإنسان أو الأشخاص المعنيين بحالات الاختفاء إلى الحكومات المعنية مع مناشدتها اتخاذ خطوات لحماية كافة الحقوق الأساسية للأشخاص المعنيين.
