However, it should be noted that the Commission on Human Rights tended to take action on the basis of criteria that were not very objective and to exceed its mandate, particularly in regard to the sending of human rights monitors to Iraq, which required the prior agreement of the country concerned.
بيد أنه لا بد من التصريح أن لجنة حقوق اﻹنسان تجنح إلى الاستناد إلى معايير تخلو من الموضوعية وإلى تجاوز ولايتها، ولا سيما فيما يتعلق بإيفاد مراقبين لحقوق اﻹنسان إلى البلد، وهو إجراء يتعين الحصول على الموافقة المسبقة بشأنه من البلد المعني.

Notwithstanding the persistent absence of cooperation on the part of the Government of Iraq, the Special Rapporteur continues to receive much assistance and information from governmental, intergovernmental and non-governmental sources, and by sending human rights monitors to neighbouring countries he has also received information from individuals connected in one way or another with the situation in Iraq.
٦- ورغم استمرار انعدام التعاون من جانب حكومة العراق، ما زال المقرر الخاص يتلقى كثيراً من المساعدة والمعلومات من مصادر حكومية وحكومية - دولية وغير حكومية؛ وتلقى أيضاً، عن طريق إرسال مراقبين لحقوق اﻹنسان إلى البلدان المجاورة، معلومات من أفراد على صلة بشكل أو بآخر بالحالة في العراق.
