At the same time, in order to be effective and meaningful in fostering accountability among State officials and rulers, measures taken to prosecute human rights offenders cannot be selective or used as an instrument of revenge, but must be part of broader policies aimed at promoting peace, social stability, justice and the rule of law.

Although specific in terms of their context and geographic location, the incidents and cases discussed in the following paragraphs illustrate deeply rooted problems regarding impunity for human rights offenders, the overall ineffectiveness of the justice system and a lack of transparency in the work of state institutions which affect the country and its population as a whole.
23- وعلى الرغم من أن الحوادث محددة من حيث سياقها وموقعها الجغرافي، فإن الحوادث والحالات التي تبحث في الفقرات التالية تبين وجود مشاكل عميقة الجذور فيما يتعلق بإفلات منتهكي حقوق الإنسان من العقوبة، وعدم الكفاءة عموماً في نظام القضاء، وقلة الشفافية في عمل المؤسسات الحكومية، وهي مشاكل تؤثر في البلد وسكانه ككل.
