Time permitting, the chairpersons of the Plenary, Committee I and Committee II may provide these organizations with the opportunity to make statements on substantive items and participate in discussions.
وحسبما يسمح الوقت، يجوز لرؤساء الجلسة العامة واللجنة اﻷولى واللجنة الثانية إتاحة الفرصة لهذه المنظمات لﻹدلاء ببيانات بشأن البنود الفنية والمشاركة في المناقشات.

2. These organizations shall also be permitted to circulate papers in the Plenary and Committee I and Committee II during their consideration of substantive agenda items.
٢ - يجوز أيضا لهذه المنظمات أن تعمم ورقات في الجلسة العامة وفي اللجنة اﻷولى واللجنة الثانية أثناء نظرها في بنود فنية مدرجة على جدول اﻷعمال.

The Working Group noted that all substantive agenda items would remain on the agendas of Committee I and Committee II, which would receive any reports submitted by the workshops for their possible consideration.
وأشار الفريق العامل الى أن جميع البنود الفنية ستظل مدرجة على جدولي أعمال اللجنة اﻷولى واللجنة الثانية ، اللتين ستتلقيان أي تقارير تقدمها حلقات العمل بغية النظر فيها .

In accordance with these decisions, it is proposed that the Conference organize its work around a plenary and two main committees: Committee I and Committee II. Under rule 48 of the provisional rules of procedure, the Conference and the Main Committees may establish such working groups as they deem necessary for the performance of their functions.
ووفقا لهذين القرارين، من المقترح أن ينظم المؤتمر أعماله في إطار جلسات عامة ولجنتين رئيسيتين: اللجنة اﻷولى واللجنة الثانية. وبموجب المادة ٤٨ من النظام الداخلي المؤقت، للمؤتمر واللجنتين الرئيسيتين أن ينشئا ما يريانه ضروريا من أفرقة عاملة ﻷداء مهامهما.

10. In accordance with the recommendations of the Preparatory Committee, which were subsequently endorsed by the General Assembly, it is proposed that the Conference organize its work around a plenary and two main committees: Committee I and Committee II.
١٠ - من المقترح، وفقا لتوصيات اللجنة التحضيرية التي أقرتها الجمعية العامة فيما بعد، أن ينظم المؤتمر أعماله حول جلسة عامة ولجنتين رئيسيتين: اللجنة اﻷولى واللجنة الثانية.

In accordance with the recommendations of the Preparatory Committee, which were subsequently endorsed by the General Assembly in paragraph 24 of its resolution 52/56, the Conference could organize its work around a plenary and two main committees: Committee I and Committee II.
٧١ - وفقا لتوصيات اللجنة التحضيرية ، التي أقرتها الجمعية العامة فيما بعد في الفقرة ٤٢ من قرارها ٢٥/٦٥ يمكن للمؤتمر أن ينظم أعماله حول لجنة جامعة ولجنتين رئيسيتين : اللجنة اﻷولى واللجنة الثانية .

The Working Group recommended that further consideration be given to an alternative scenario for the allocation of substantive agenda items between the Plenary, Committee I and Committee II by the Preparatory Committee at its 1998 session, when it would have before it the first full draft report of UNISPACE III.
وأوصى الفريق العامل بأن تنظر اللجنة الفرعية مجددا في سيناريو بديل لتوزيع البنود الفنية لجدول اﻷعمال بين الهيئة العامة واللجنة اﻷولى واللجنة الثانية ، أثناء دورتها لعام ٨٩٩١ ، عندما يعرض عليها النص الكامل اﻷول لمشروع تقرير اليونيسبيس الثالث .

In accordance with rules 4 and 5 of the provisional rules of procedure, the Conference shall establish two Main Committees, Committee I and Committee II, as well as a Technical Forum as a technical body of the Conference. (A list of activities of the Technical Forum relevant to agenda items of the Conference is contained in annex II.)

16. The Working Group also agreed on the indicative schedule of work of the Plenary, Committee I and Committee II as proposed by the executive secretariat (A/CONF.184/PC/L.4, paras. 28-29 and annex VII).
٦١ - واتفق الفريق العامل أيضا على الجدول الزمني الاسترشادي ﻷعمال الهيئة العامة واللجنة اﻷولى واللجنة الثانيـة ، حسبمـا اقترحتـه اﻷمانـة التنفيذيـة )A/CONF.184/PC/L.4 ، الفقرتان ٨٢ و ٩٢ والمرفق السابع( .

The Working Group of the Whole noted that the allocation of substantive agenda items between Committee I and Committee II as recommended by the Advisory Committee at its 1997 session, as described in annex II of the report of the Scientific and Technical Subcommittee on the work of its thirty-fourth session, in 1997 (A/AC.105/672), was not optimal in the sense of time utilization.
٣٢ - لاحظ الفريق العامل الجامع أن توزيع البنود الفنية بين اللجنة اﻷولى واللجنة الثانية ، حسبما أوصت به اللجنة الاستشارية في دورتها لعام ٧٩٩١ ، وبصيغته المعروضة في المرفق الثاني لتقرير اللجنة الفرعية العلمية والتقنية عن أعمال دورتها الرابعة والثلاثين في عام ٧٩٩١ (A/AC.105/672) ، ليس مثاليا من حيث استغلال الوقت المتاح .

The Working Group of the Whole also agreed that those organizations might also circulate papers in the Plenary, Committee I and Committee II during their consideration of substantive agenda items, under sub- items 7 (a)-(e) of the provisional agenda (A/AC.105/672, annex II). Those organizations specifically called upon to prepare reports to the Conference, in accordance with the provisional agenda, might circulate those papers.
٠٣ - واتفق الفريق العامل الجامع أيضا على أنه يمكن لهذه المنظمات أيضا أن توزع أوراقا في الهيئة العامة واللجنة اﻷولى واللجنة الثانية أثناء النظر في البنود الموضوعية من جدول اﻷعمال ، في اطار البنود الفرعية ٧ )أ( - )ﻫ( من جدول اﻷعمال المؤقت A/AC.105/672) ، المرفق الثاني( . ويمكن للمنظمات التي دعيت على وجه التحديد الى اعداد تقارير الى المؤتمر ، وفقا لجدول اﻷعمال المؤقت ، أن توزع تلك اﻷوراق .
