On behalf of the people of Rwanda, I should like to express to the United Nations as a whole, and to the members of the Security Council in particular, our gratitude for the historic decision the Organization took yesterday in adopting the resolution establishing the United Nations Assistance Mission for Rwanda (UNAMIR), so long awaited for the implementation of the Arusha Peace Agreement.
ونيابة عن شعب روانـدا، أود أن أعــرب لﻷمــم المتحــدة في مجموعها، وﻷعضــاء مجلس اﻷمن بصفة خاصة، عن امتناننا للقرار التاريخي الذي اتخذته المنظمة باﻷمس باتخاذها القرار الذي ينشئ بعثة اﻷمم المتحدة للمساعدة في رواندا الذي طالما انتظرناه من أجل تنفيذ اتفاق أروشا للسلم.

VIII. Commends the Transitional Government of Burundi for the efforts made towards the implementation of the Arusha Peace Agreement.
ثامنا - يثني على حكومة بوروندي الانتقالية لما بذلته من جهود من أجل تنفيذ اتفاق أروشا للسلام.

Therefore, the Government of Rwanda is concerned with the implementation of the Arusha Peace Agreement, and with all its implications for national reconciliation, so that all members of Rwandese society may regain mutual trust and return to work for the country's self-development.
لذلك فإن حكومة رواندا معنية بتنفيذ اتفاق أروشا للسلم بكل ما له من مغزى بالنسبة للمصالحة الوطنية، بحيث يستعيد جميع أفراد المجتمع الرواندي الثقة المتبادلة ويعودوا إلى العمل من أجل التنمية الذاتية للبلاد.

The Council hopes to have the report of the Secretary-General based on the recommendations of the reconnaissance mission in the next few days so that it can consider the contribution the United Nations could make to facilitate the implementation of the Arusha Peace Agreement.
ويأمل أن يكون تقرير اﻷمين العام، الذي يستند إلى توصيات البعثة الاستطلاعية، متاحا له في غضون اﻷيام القليلة القادمة، حتى يتمكن من النظر في المساهمة التي يمكن لﻷمم المتحدة أن تقدمها لتيسير تنفيذ اتفاق أروشا للسلم.

My Special Representative and I have stressed to the Rwandese political leaders that, without the early establishment of the broad-based transitional Government and the Transitional National Assembly, it would be difficult to affirm that sufficient progress has been made in the implementation of the Arusha Peace Agreement to warrant the continued support of the international community.
وقد أكد ممثلي الخاص ، كما أكدت أنا، للزعماء السياسيين الروانديين أنه ما لم تتم في وقت مبكر إقامة الحكومة الانتقالية ذات القاعدة العريضة والمجلس الوطني الانتقالي فإنه سيصعب تأكيد أن تنفيذ اتفاق أروشا للسلم قد حقق تقدما كافيا لمواصلة الدعم الذي يقدمه المجتمع الدولي.

I would therefore recommend that the Security Council decide to extend the mandate of UNAMIR for a period of six months, during which I shall keep the Council fully informed of the pace of progress in the implementation of the Arusha Peace Agreement.
٤٩ - وتأسيسا على ذلك، أوصي مجلس اﻷمن بأن يقرر تمديد ولاية بعثة اﻷمم المتحدة لتقديم المساعدة إلى رواندا لفترة ستة أشهر سأبقي المجلس خلالها على علم تام بما يتم احرازه من تقدم في تنفيذ اتفاق أروشا للسلم.

11. The Central Organ requests the Secretary General to continue to follow very closely, the developments in Rwanda and make whatever contribution within the Organization's means to assists in the efforts towards the implementation of the Arusha Peace Agreement.
١١ - ويطلب الجهاز المركزي من اﻷمين العام أن يواصل متابعة التطورات في رواندا عن كثب وأن يقدم أية مساهمة ضمن حدود طاقة المنظمة لمساعدة الجهود الرامية الى تنفيذ اتفاق أروشا للسلم.

4. In the course of these consultations, specific proposals were made on how to bring about and to ensure the maintenance of a cease-fire as well as the next course of action in the context of moving forward towards the implementation of the Arusha Peace Agreement.
٤ - وأثناء هذه المشاورات، قدمت مقترحات محددة بشأن كيفية التوصل الى وقف ﻹطلاق النار وكفالة الحفاظ عليه وبشأن خط العمل المقبل في سياق التحرك الى اﻷمام صوب تنفيذ اتفاق أروشا للسلم.

The Council decided to establish UNAMIR subject to the proviso that it would be extended beyond the initial 90 days only upon a review by the Council based on a report from the Secretary-General as to whether or not substantive progress had been made towards the implementation of the Arusha Peace Agreement.
وقرر المجلس إنشاء البعثة شريطة ألا تمدد ولايتها بعد التسعين يوما اﻷولى إلا بعد استعراض يضطلع به المجلس استنادا الى تقرير من اﻷمين العام يبين ما إذا كان قد أحرز تقدم جوهري أم لا نحو تنفيذ اتفاق أروشا للسلم.

7. The Secretary-General recommended to the Security Council that it extend the mandate of UNAMIR for a period of six months, during which time the Council would be kept fully informed of the pace of progress in the implementation of the Arusha Peace Agreement.
٧ - وأوصى اﻷمين العام مجلس اﻷمن بأن يمدد ولاية بعثة اﻷمم المتحدة لتقديم المساعدة الى رواندا لفترة ستة أشهر، يُطلع المجلس خلالها اطلاعا كاملا على معدل التقدم المحرز في تنفيذ اتفاق أروشا للسلم.

Thus, it organized a brainstorming seminar from 26 to 28 May 2002 on the role of civil society in the implementation of the Arusha Peace Agreement, in collaboration with the Ministry of Institutional Reforms, Human Rights and Relations with Parliament and the standing machinery for consultation with and training of nongovernmental organizations.
