The Conference also decided to establish a provisional ad hoc technical working group to coordinate and oversee implementation of the global monitoring plan.

The programme is designed to provide capacity-building to support the implementation of the global monitoring plan on persistent organic pollutants under Article 16 of the Convention;

Also decides to establish a provisional ad hoc technical working group of 15 representatives of Parties of the five United Nations regions to coordinate and oversee implementation of the global monitoring plan as provided in the annex to the present decision;

Identifying impediments to the implementation of the global monitoring plan and actions to tackle them;

(d) Requested the provisional ad hoc technical working group to report on progress in the implementation of the global monitoring plan to the Conference of the Parties at its third meeting;

implementation of the global monitoring plan for the first evaluation (first phase) and the subsequent evaluations (second phase) is dependant on availability of the necessary financial resources.

The coordination group evaluated the first phase of the global monitoring plan, discussed elements of implementation of the global monitoring plan for subsequent effectiveness evaluations as requested in its mandate and put forward recommendations for consideration by the Conference of the Parties as outlined in section II.

A number of impediments to the implementation of the global monitoring plan were identified, including a lack of adequate capacity or expertise (both technical and organizational), limited financial resources, a lack of ability or commitment to on-ground establishment, a lack of ability to service a monitoring programme and constraints in data storage.
8 - أمكن تحديد عدد من العقبات على طريق تنفيذ خطة الرصد العالمية اشتمل على نقص القدرات أو الخبرات الكافية (سواء التقنية أو التنظيمية)، والموارد المالية المحدودة، ونقص قدرات المنشآت على الأرض والالتزام بها، ونقص قدرات خدمة برنامج للرصد، ووجود عوائق أمام تخزين البيانات.

(ii) To support the establishment and long-term implementation of the global monitoring plan if in a position to do so.
