In conducting its review of all aspects of the scale methodology, the Committee on Contributions also considered the various proposals, suggestions and recommendations contained in the report of the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay and examined them in the context of its comprehensive review of the scale methodology.

It was to be hoped that the ad hoc body to be established to study the Implementation of the Principle of Capacity to pay would make a valuable contribution to the debate on the issue provided that its work complemented rather than duplicated the work of the Committee on Contributions and of the General Assembly and that its composition was based on the principle of equitable geographical distribution.
