25. The Commission at its fifty-third session noted with appreciation the significant achievements made through the implementation of the regional action programme during the Transport and Communications Decade for Asia and the Pacific, 1985-1996, with the active participation of member countries.
٥٢ - ولاحظت اللجنة مع التقدير، في دورتها الثالثة والخمسين، اﻹنجازات الكبيرة التي تم تحقيقها من خلال تنفيذ برنامج العمل اﻹقليمي خلال عقد النقل والاتصالات ﻵسيا والمحيط الهادئ، ٥٨٩١-٦٩٩١، بالمشاركة النشطة من جانب البلدان اﻷعضاء.

28. The Commission expressed concern over the reduced level of financial support for the implementation of the regional action programme for the Decade, and urged the United Nations Development Programme (UNDP), other international organizations and agencies and all countries to support actively and give high priority to the New Delhi Action Plan in their assistance programmes.
٨٢ - وأعربت اللجنة عن انشغالها لانخفاض مستوى الدعم المالي من أجل تنفيذ برنامج العمل اﻹقليمي للعقد، وحثت برنامج اﻷمم المتحدة اﻹنمائي والمنظمات والوكالات الدولية اﻷخرى، وجميع البلدان على تقديم الدعم الفعال ومنح أولوية عليا لخطة عمل نيودلهي في برامج المساعدة التي تضطلع بها.

In the context of subprogramme 4, Transport and communications, emphasis will be placed on the development and maintenance of ports and harbour facilities, and on the implementation of the regional action programme for Phase II of the Transport and Communications Decade for Asia and the Pacific, 1992-1996.

Realizing that the activities in the regional action programme had been limited to the minimum in order to ensure effective implementation and that a final evaluation of the Decade was required to assess its impact, ESCAP brought to the attention of the Economic and Social Council the need to encourage donors to be actively involved in the implementation of the regional action programme.

12. In October 1993, $12 million were approved by UNDP in support of the implementation of the regional action programme through the fifth cycle intercountry programme (1993-1997) for economic reforms through enhanced transport and communications services (RAS/92/038).

22. The Commission held the view that the Fourth Ministerial Conference on Environment and Development in Asia and the Pacific in the year 2000 would be an important occasion to review the implementation of the regional action programme for Environmentally Sound and Sustainable Development, 1996–2000, and to discuss future directions for the region.
٢٢ - ترى اللجنة أن المؤتمر الوزراي الرابع المعني بالبيئة والتنمية في آسيا والمحيط الهادئ الذي سينعقد في عام ٢٠٠٠ سيكون مناسبة هامة لاستعراض تنفيذ برنامج العمل اﻹقليمي للتنمية السليمة بيئيا والمستدامة )١٩٩٩-٢٠٠٠( ولمناقشة الاتجاهات المستقبلية للمنطقة.

27. The Commission recognized the effective inter-agency cooperation in the implementation of the regional action programme for the Decade, and reiterated its support for the continuation of inter-agency cooperation and coordination through the Subcommittee on Infrastructure Development of the Regional Inter-agency Committee for Asia and the Pacific (RICAP) for the implementation of the New Delhi Action Plan.
٧٢ - وذكرت اللجنة مع التقدير التعاون الفعال فيما بين الوكالات في تنفيذ برنامج العمل اﻹقليمي للعقد، وأكدت من جديد دعمها لمواصلة التعاون والتنسيق فيما بين الوكالات من خلال اللجنة الفرعية المعنية بتنمية الهياكل اﻷساسية التابعة للجنة اﻹقليمية المشتركة بين الوكالات ﻵسيا والمحيط الهادئ من أجل تنفيذ خطة عمل نيودلهي.

The role of ESCAP in Decade coordination includes, inter alia, the organization of meetings of the Inter-agency Steering Committee; the organization of ad-hoc intergovernmental meetings on phase II of the Decade in 1994 and 1996; the preparation of progress reports to various legislative meetings on the implementation of the regional action programme and related activities; and the coordination of interregional cooperation with ESCWA.
