Bearing in mind the close connection between transnational organized crime and terrorism, many speakers supported the combining of technical assistance activities on implementation of the universal instruments against terrorism and of the Organized Crime Convention.
وإدراكا للصلة الوثيقة بين الجريمة المنظمة عبر الوطنية والإرهاب، أيّد العديد من المتكلمين الجمع بين أنشطة المساعدة التقنية بشأن تنفيذ الصكوك العالمية لمكافحة الإرهاب وتنفيذ اتفاقية الجريمة المنظمة.

The implementation of the universal instruments against terrorism should be undertaken with full respect for the rule of law and international law, especially human rights, refugee and humanitarian law.
ودعي إلى أن يُراعى في تنفيذ الصكوك العالمية لمكافحة الإرهاب الاحترام التام لسيادة القانون والقانون الدولي، وخصوصا قانون حقوق الإنسان واللاجئين والقانون الإنساني.

He also reiterated that the implementation of the universal instruments against terrorism should be undertaken in compliance with the rule of law and giving full consideration to human rights rather than a balance having to be struck between the two.
وأكد ممثل الأمانة مجددا على أن تنفيذ الصكوك العالمية لمكافحة الإرهاب ينبغي الاضطلاع به وفقا لسيادة القانون ومع إيلاء حقوق الإنسان الاعتبار التام، بدلا من السعي لتحقيق توازن بينهما.

In that spirit, we welcome the holding, in Rabat, Morocco, from 12 to 16 May, of the Fifth Conference of Ministers of Justice of Francophone African countries for the implementation of the universal instruments against terrorism.
وانطلاقا من هذه الروح، نرحب بعقد المؤتمر الخامس لوزراء عدل البلدان الأفريقية الناطقة بالفرنسية في الرباط بالمغرب، في الفترة من 12 إلى 16 أيار/مايو، من أجل تنفيذ الصكوك العالمية لمكافحة الإرهاب.

4. In its resolution 59/153 of 20 December 2004, the General Assembly requested UNODC to intensify its efforts to provide technical assistance in preventing and combating terrorism through the implementation of the universal instruments related to terrorism.
4- وطلبت الجمعية العامة إلى المكتب، في قرارها 59/153 المؤرخ 20 كانون الأول/ ديسمبر 2004، أن يكثف جهوده لتقديم المساعدة التقنية في مجال منع الإرهاب ومكافحته من خلال تنفيذ الصكوك العالمية ذات الصلة بالإرهاب.

44. As a further tool to enhance the implementation of the universal instruments related to terrorism, UNODC is finalizing a guide for the legislative incorporation and implementation of those instruments.
44- وكأداة إضافية لتعزيز تنفيذ الصكوك العالمية المتصلة بالإرهاب، يعمل المكتب على وضع الصيغة النهائية لدليل خاص بإدماج تلك الصكوك في التشريعات وتنفيذها.

In the context of the focused work by the Office on the implementation of the universal instruments related to terrorism, every effort is made to fully integrate the rule of law and human rights aspects.
17- وفي سياق أعمال المكتب المركّزة على تنفيذ الصكوك العالمية المتعلقة بالإرهاب، تبذل كل الجهود لإدماج الجوانب المتعلقة بسيادة القانون وحقوق الإنسان إدماجا تاما في تنفيذ هذه الصكوك.

In that respect, close working relations are maintained with the Office of the United Nations High Commissioner for Human Rights, with the aim of developing capacity to offer States technical assistance on the implementation of the universal instruments related to terrorism in compliance with the rule of law and human rights protection in particular.
وفي ذلك الصدد، يحتفظ المكتب بعلاقات عمل وثيقة مع مفوضية الأمم المتحدة لحقوق الإنسان، بهدف بناء القدرة على تزويد الدول بالمساعدة التقنية في تنفيذ الصكوك العالمية المتعلقة بالإرهاب بما يتفق مع سيادة القانون ولا سيما مع احترام حقوق الإنسان.

12. The international community and donors were called upon to provide additional financial resources for UNODC counter-terrorism activities, especially in view of the need to expand the magnitude of its activities to meet the increasing requirements of States for the implementation of the universal instruments.

Finally, the Congo also took part in the conference of Ministers of Justice on the implementation of the universal instruments against terrorism that was held at Sharm el-Sheikh, Egypt, from 7 to 9 February 2006.
وأخيرا، شاركت الكونغو في مؤتمر وزراء العدل بشأن تنفيذ الصكوك العالمية المتعلقة بمكافحة الإرهاب، المعقود في شرم الشيخ، (مصر)، في الفترة من 7 إلى 9 شباط/ فبراير 2006.

UNODC, together with the International Criminal Police Organization (INTERPOL), organized a workshop in Douala, Cameroon, in October 2011, on the implementation of the universal instruments relating to the security of maritime navigation in the context of the fight against transnational terrorism.
27- وفي تشرين الأول/أكتوبر 2011، نظَّم المكتب، بالتعاون مع المنظمة الدولية للشرطة الجنائية (الإنتربول)، حلقة عمل وطنية في دوالا بالكاميرون بشأن تنفيذ الصكوك العالمية المتعلقة بأمن الملاحة البحرية في سياق مكافحة الإرهاب العابر للحدود الوطنية.

From 18 to 20 October, the Branch organized, in collaboration with the International Criminal Police Organization (INTERPOL), a national workshop in Douala, Cameroon, on the implementation of the universal instruments relating to the security of maritime navigation in the context of the fight against transnational terrorism.
26- وفي الفترة من 18 إلى 20 تشرين الأول/أكتوبر، نظّم الفرع، بالتعاون مع المنظمة الدولية للشرطة الجنائية (الإنتربول)، حلقة عمل وطنية في دوالا بالكاميرون بشأن تنفيذ الصكوك العالمية المتعلقة بأمن الملاحة البحرية في سياق مكافحة الإرهاب العابر للحدود الوطنية.

Delegations note with appreciation the annexed conclusions of the working groups on the improvement of international cooperation in the implementation of the universal instruments against terrorism, the UN Convention against Transnational Organized Crime and its Protocols, as well as the United Nations Convention against Corruption, and recommend them as practical tools for the implementation of these instruments.
تلاحظ الوفود مع التقدير النتائج المرفقة التي توصلت إليها أفرقة العمل بشأن تحسين التعاون الدولي في تنفيذ الصكوك العالمية لمكافحة الإرهاب، واتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الوطنية وبروتوكولاتها، وكذلك اتفاقية الأمم المتحدة لمكافحة الفساد، وتوصي بها بوصفها أدوات عملية لتنفيذ هذه الصكوك.

(b) The Fifth Conference of Ministers of Justice of Francophone African Countries on the implementation of the universal instruments against terrorism, organized in cooperation with the International Organization of la Francophonie, was held in Rabat from 12 to 16 May 2008.
(ب) المؤتمر الخامس لوزراء العدل في البلدان الأفريقية الفرانكوفونية بشأن تنفيذ الصكوك العالمية لمكافحة الإرهاب، الذي نُظّم بالتعاون مع المنظمة الدولية للفرانكوفونية، وعُقد في الرباط من 12 إلى 16 أيار/مايو 2008.

In its resolution 59/153 of 20 December 2004, the General Assembly requested the United Nations Office on Drugs and Crime (UNODC) to intensify its efforts to provide technical assistance, upon request, in preventing and combating terrorism through the implementation of the universal instruments related to terrorism; and requested the Secretary-General to report to it at its sixtieth session on the implementation of the resolution.
1- طلبت الجمعية إلى مكتب الأمم المتحدة المعني بالمخدرات والجريمة (المكتب)، في قرارها 59/153 المؤرخ 20 كانون الأول/ديسمبر 2004، أن يكثّف جهوده لتوفير المساعدة التقنية، عند الطلب، في مجال منع الإرهاب ومكافحته عن طريق تنفيذ الصكوك العالمية المتصلة بالإرهاب؛ وطلبت إلى الأمين العام أن يقدّم إليها في دورتها الستين تقريرا عن تنفيذ هذا القرار.

From the experience gained so far, it emerges that advice and assistance should extend increasingly beyond purely legislative matters pertaining to the 12 conventions and protocols against terrorism in order to address in much more depth issues of capacity-building in national criminal justice systems to the extent that these relate to the implementation of the universal instruments and Security Council resolution 1373 (2001).
واستنادا إلى التجربة المكتسبة حتى الآن، يتبيّن أنه ينبغي توسيع نطاق المشورة والمساعدة بصفة متزايدة لكي تتجاوزا المسائل التشريعية المحضة المتصلة بالاتفاقيات والبروتوكولات الإثني عشر لمكافحة الإرهاب، وتتناولا بمزيد من التعمق مسائل بناء القدرات في نظم العدالة الجنائية الوطنية طالما كانت تلك المسائل تتصل بتنفيذ الصكوك العالمية وقرار مجلس الأمن 1373 (2001).
