وقد أعد التقرير استجابة لقرار الجمعية العامة دإ-27/2 المتخذ في الدورة الاستثنائية السابعة والعشرين المعقودة في عام 2002 وللقرارين 58/282 و 61/272 اللذين طلبت فيهما الجمعية العامة إلى الأمين العام أن يقدم بانتظام تقارير عن التقدم المحرز في تنفيذ خطة العمل الواردة في مرفق القرار، المعنونة " عالم صالح للأطفال " .
