Some negative phenomena, such as terrorism, extremism and the illicit traffic in arms and drugs have also grown in a manner that is cause for concern as they undermine the stability of States.

They also agreed that regular meetings between their senior military and security officials, as well as joint military exercises and patrols and participation in subregional or regional peace operations, would help not only to tackle specific concerns such as controlling the illicit trade in arms and drugs and helping to resolve specific conflicts, but also to enhance overall transparency and confidence among Central African States.
كما اتفقوا على أن من شأن عقد الاجتماعات المنتظمة بين كبار المسؤولين العسكريين واﻷمنيين لبلدانهم، فضلا عن تنظيم للتدريبات والدوريات العسكرية المشتركة والاشتراك في عمليات السلام دون اﻹقليمية أو اﻹقليمية أن تساهم لا في مجرد معالجة شواغل محددة كمكافحة الاتجار غير المشروع باﻷسلحة والمخدرات والمساعدة على فض صراعات معينة، بل أن تسهم كذلك في تعزيز الشفافية والثقة عموما بين دول وسط افريقيا.

4. The Committee’s Bureau also requested continued United Nations assistance in implementing the confidence-building measures adopted by the Committee to strengthen subregional capacities for peacekeeping, post-conflict peace-building, good governance and combating the illicit traffic in arms and drugs, and to support the ongoing process of democratization in the Central African subregion.
٤ - التمس مكتب اللجنة أيضا من اﻷمم المتحدة أن تواصل تقديم المساعدة في تنفيذ تدابير تعزيز الثقة التي اعتمدتها اللجنة في مجالات تعزيز القدرات في المنطقة دون اﻹقليمية لحفظ السلام، وتوطيد السلام بعد انتهاء النزاعات، ومكافحة الاتجار غير المشروع باﻷسلحة والمخدرات والحكم السليم، فضلا عن دعم العمليات الديمقراطية الجارية في منطقة وسط أفريقيا دون اﻹقليمية.

10. The Ministers of Defence and of the Interior of the countries members of the Committee met jointly for the first time in Libreville, Gabon, from 28 to 30 April 1998 to discuss the security questions currently facing their respective countries and to adopt common strategies to combat the illicit traffic in arms and drugs, scourges which threaten the peace and stability of their subregion.
١٠ - عقد وزراء الدفاع والداخلية للبلدان اﻷعضاء في اللجنة اجتماعهم المشترك، ﻷول مرة، في ليبرفيل، في غابون، في الفترة من ٢٨ إلى ٣٠ نيسان/أبريل ١٩٩٨، بهدف مناقشة مسائل اﻷمن التي تواجه بلدانهم في الوقت الحاضر واعتماد استراتيجيات مشتركة لمكافحة آفات الاتجار غير المشروع باﻷسلحة والمخدرات التي تتهدد السلم والاستقرار في منطقتهم دون اﻹقليمية.

As terrorism went beyond national borders, there was a vital need for bilateral, regional and international cooperation that included measures for eradicating the links between terrorist groups and traffickers in arms and drugs.
ولما كان اﻹرهاب يتخطى الحدود الوطنية، فإن هناك حاجة حيوية الى تعاون ثنائي وإقليمي ودولي يشتمل على اتخاذ تدابير ترمي الى بتر الروابط القائمة بين الجماعات اﻹرهابية والمتجرين بالسلاح والمخدرات.
