2. Ethiopia's encroachment in Badme

To reiterate our firm position, Eritrea has accepted the proposal to withdraw from its own territory in Badme and its immediate environs only as a " goodwill measure " not because of any other justification.
وإننا نكرر الإعراب عن موقفنا الثابت، وهو أن إريتريا لا تقبل اقتراح الانسحاب من أراضيها في بادمي والمناطق المحيطة بها مباشرة إلا كتدبير من " تدابير إثبات حسن النية " ، وليس لأي مبرر آخر.

But the OAU High-Level Delegation declined the request insisting that its mandate was confined " to ascertaining the situation in Badme " .
لكن وفد منظمة الوحدة اﻷفريقية الرفيع المستوى رفض هذا الطلب وأصر على أن ولايته قاصرة على " التحقق من الحالة في بادمي " .

10. Around the same time the Chief Surveyor was informed by the Special Representative of the Secretary-General that the Ethiopian Government had announced to him its decision not to allow demarcation to take place in Badme and Irob, while continuing to support demarcation in the other parts of the boundary.

25. By a letter to the Secretary-General dated 19 September 2003, Ethiopia gave prominence to what it called " the totally illegal, unjust and irresponsible decision of the Commission in Badme and parts of the Central Sector " , thus making it clear, in the Commission's understanding, that Ethiopia's complaint was with the Delimitation Decision rather than with the demarcation process.
25 - ووجهت إثيوبيا إلى الأمين العـــام رسالة مؤرخة 19 أيلول/سبتمبر 2003، أبرزت فيها ما وصفته بـ " القرارات المفتقرة تماما إلى الشرعية والعدل وروح المسؤولية التي اتخذتها اللجنة بشأن بادمي وأجزاء من القطاع الأوسط " ، فأوضحت بذلك، حسب اعتقاد اللجنة، أن شكوى إثيوبيا تتعلق بقرار تعيين الحدود لا بعملية ترسيم الحدود.
