The beginning of the sixth preambular paragraph had been amended to read " Convinced that the heinous practice of rape, in fulfilling the policy of ethnic cleansing, constitutes ... " and the phrase " , including by providing full access " had been added at the end of paragraph 10, after the word " Europe " .
