25. As stated in his fifth report (E/CN.4/2000/61, para. 24) the Special Rapporteur received an invitation from the Executive Director of UNODCCP to attend the Tenth United Nations Congress on the Prevention of Crime and the Treatment of Offenders, held in Vienna in April 2000.

That distinction was acknowledged by the Special Rapporteur in his fifth report when, in reference to article 8 C of the Treaty on European Union, he noted that it was not clear whether that provision contemplated diplomatic protection as understood in the current draft articles or only referred to immediate assistance to a national in distress.
