According to the survey (E/CN.15/2007/11, para. 61), there were seven main challenges encountered by Member States in implementing the Guidelines for the Prevention of Crime, as described below:

Among the challenges that countries still faced in implementing the Guidelines for the Prevention of Crime were the need to better balance public spending between prevention and control measures, the need for more evaluations of the impact of actions, the need to develop the capacities of families and schools and the need to improve feedback to the public on the results of prevention measures.
