During its consideration of the report of the Secretary-General on the financing of UNFICYP for the period from 1 July 1996 to 30 June 1997 (A/50/722.Add.1), the Committee noted the increase in local staff salaries and common staff costs and the corresponding decrease in contractual services due to the conversion of locally employed civilians to United Nations local staff (A/50/899, para. 16).

The Advisory Committee further notes that no vacancy rate factor has been applied to the staffing requirements and that part of the increase in requirements under this item results from a 5 per cent increase in local staff salaries effective 1 March 1999, as indicated in paragraphs 3 and 4 of annex I.C to the budget document.

13. Local staff salaries. Additional requirements under local staff salaries were mainly attributable to: (a) the increase in local staff salaries by 61.8 per cent effective 1 March 1997; and (b) the payment of a non-pensionable bonus, equivalent to 5.56 months’ salary, based on the previous salary scale applicable to Naqoura, Lebanon.
