4. Progress has been made in developing participatory political systems, but results have been more modest in enhancing transparency and accountability in Government, implementing the rule of law and the control of corruption.1 The United Nations Convention against Corruption was adopted by the General Assembly in its resolution 58/4 and opened for signature at a high-level political signing conference, held in Merida, Mexico, in December 2003.
