80. Legislation in the Sultanate builds on Part 3 of the Basic Law, entitled " Public Rights and Duties " where article 17 states that " All citizens are equal before the law, and they are equal in public rights and duties.

Article 16(b) of Bahrain's constitution stipulates, " Citizens are equal in the assumption of public posts in accordance with the conditions specified by law " .
