In accordance with resolution 48/141 and as indicated in the previous reports of the Secretary-General (A/49/512 and A/50/653), ultimate authority and responsibility for the coordination and implementation of activities in support of the rule of law through the technical cooperation programme rests with the United Nations High Commissioner for Human Rights, under the overall authority of the Secretary-General.

One representative, speaking on behalf of a group of countries, welcomed the draft decision prepared by the Committee of the Permanent Representatives as part of overall efforts to strengthen coherence in support of the rule of law in the environmental arena and the acknowledgement in the draft decision of the important link between environmental sustainability and justice, governance and the rule of law.
68 - وأعرب أحد الممثلين، متحدثاً باسم مجموعة من البلدان، عن ترحيبه بمشروع المقرر الذي أعدته لجنة الممثلين الدائمين، بوصفه جزءاً من الجهود العامة لتعزيز الاتساق دعماً لسيادة القانون في المجال البيئي والاعتراف في مشروع المقرر بالصلة الهامة بين الاستدامة البيئية والعدالة والحوكمة وسيادة القانون.

19. The Secretary-General has examined in detail the Organization's activities in support of the rule of law in postconflict societies in his report on the rule of law and transitional justice in conflict and postconflict societies (S/2004/616).
