36. A specificity of UNCTAD’s efforts in the area of trade efficiency has been the constant priority it has given to achieving practical and measurable results regarding the ability of member countries and of their enterprises and administrations to import and export better.
٦٣- من خصائص جهود اﻷونكتاد في مجال الكفاءة في التجارة اﻷولوية التي يمنحها على الدوام لتحقيق نتائج عملية يمكن قياسها فيما يتعلق بقدرة البلدان اﻷعضاء ومشاريعها وإداراتها على تحسين الاستيراد والتصدير.

UNCTAD’s efforts in the area of trade efficiency started in the early 1990s, when the Trade Efficiency Programme received the official endorsement of UNCTAD VIII (Cartagena de Indias, Colombia, March 1992).

Trade Points are set up as part of the Trade Efficiency initiative launched by UNCTAD VIII, to foster greater participation in international trade, in particular of small and medium-sized enterprises, giving special attention to least developed countries and other countries less advanced in the area of trade efficiency.
١- تقام نقاط التجارة في إطار المبادرة المتعلقة بالكفاءة في التجارة التي أطلقها اﻷونكتاد الثامن من أجل العمل على زيادة المشاركة في التجارة الدولية، وبخاصة مشاركة المؤسسات الصغيرة والمتوسطة الحجم، مع إيلاء أهمية خاصة ﻷقل البلدان نموا والبلدان اﻷخرى اﻷقل تقدما في مجال الكفاءة في التجارة.

3. In this context, the experts underlined the importance of UNCTAD's work in the area of trade efficiency and the need to pursue the work undertaken by UNCTAD and its partners to promote the implementation of the Columbus Ministerial Declaration on Trade Efficiency and its recommendations (TD/SYMP.TE/6).
٣- وفي هذا السياق، أكد الخبراء أهمية العمل الذي يقوم به اﻷونكتاد في مجال الكفاءة في التجارة والحاجة إلى مواصلة العمل الذي يضطلع به اﻷونكتاد وشركائه لتعزيز تنفيذ إعلان كولومبوس الوزاري بشأن الكفاءة في التجارة وتوصياته )TD/SYMP.TE/6(.

13. In addition to considering the issues, actions and priorities relevant to each of the six sectors of trade efficiency, this section will apply the same approach to three inter-sectoral topics, which are of immediate relevance for UNCTAD’s work in the area of trade efficiency, namely: transit-related issues, human resources development, and legal issues.
٣١- باﻹضافة إلى النظر في القضايا واﻹجراءات واﻷولويات ذات الصلة لكل قطاع من القطاعات الستة للكفاءة في التجارة، سيطبق هذا الفرع نفس النهج على ثلاثة مواضيع مشتركة بين القطاعات تكتسي أهمية مباشرة بالنسبة لعمل اﻷونكتاد في مجال الكفاءة في التجارة أي: القضايا المتصلة بالنقل العابر وتنمية الموارد البشرية والقضايا القانونية.

ITC and UNCTAD have anticipated this trend, and our cooperation in the area of trade efficiency has been the sine qua non for the effective contribution we have been able to make in a practical, result—oriented and business—like fashion for making international trade transactions more efficient, less costly, and therefore more affordable to developing countries and their enterprises.
وقد استبق مركز التجارة الدولية واﻷونكتاد هذا الاتجاه، وكان تعاوننا في مجال كفاءة التجارة الشرط الذي لا غنى عنه لﻹسهام الفعال الذي استطعنا أن نقدمه بنهج عملي موجه نحو النتائج ومماثل لﻷساليب التجارية، من أجل جعل معاملات التجارة الدولية أكثر فعالية وأقل تكلفة، ومن ثم أيسر تناولاً على البلدان النامية ومؤسساتها.
