ثالثاً- تعزيز حقوق الإنسان وحمايتها على أرض الواقع: تنفيذ الالتزامات الدولية في مجال حقوق الإنسان المحددة في " أساس الاستعراض " ، والتشريعات الوطنية والالتزامات الطوعية، وأنشطة المؤسسات الوطنية لحقوق الإنسان، والتوعية العامة بحقوق الإنسان، والتعاون مع آليات حقوق الإنسان

As already pointed out, these allowances are paid from the funds of the members of the Federation and are included in the basis for calculation of the financial assistance (transfers) to be paid to the regions from the federal budget through the Federal Financial Support Fund.
