In accordance with article 20, paragraph 1, of the Convention, if the Committee receives reliable information which appears to it to contain well-founded indications that torture is being systematically practised in the territory of a State party, the Committee shall invite that State party to cooperate in the examination of the information and, to that end, to submit observations with regard to the information concerned.

13. Under article 6 of the Optional Protocol, if the Committee received reliable information indicating grave or systematic violations by a State party of rights set forth in the Convention, the Committee would invite that State party to cooperate in the examination of the information.
13 - تقضي المادة 6 من البروتوكول الاختياري بأن تقوم اللجنة، إذا تلقت معلومات موثوقا بها تدل على وقوع انتهاكات جسيمة أو منتظمة من جانب دولة طرف للحقوق المبينة في الاتفاقية، بدعوة تلك الدولة الطرف إلى التعاون في دراسة المعلومات.

In accordance with article 20, paragraph 1, of the Convention and rule 82 of its rules of procedure (CAT/C/3/Rev.5), the Committee decided to invite the State party to cooperate in the examination of the information and to submit observations in that regard.
