Kazakhstan became a participant in the OSCE in January 1992, with a view to ensuring our country's security on the basis of the fundamental principles of the organization contained in the Helsinki Final Act and the other documents of the OSCE.

To the contrary, the resolution expressly states, in paragraph 10 of its preamble, that the Security Council reaffirms " the commitment of all Member States to the sovereignty and territorial integrity of the Federal Republic of Yugoslavia and the other States of the region, as set out in the Helsinki Final Act and annex 2 " of the said resolution.

In this regard, resolution 1244 (1999) reaffirms " the sovereignty and territorial integrity of the Federal Republic of Yugoslavia and the other States of the region, as set out in the Helsinki Final Act and annex 2 " (United Nations, Official Records of the Security Council, 4011th meeting, S/RES/1244 (1999), p. 2).
13 - وفي هذا الصدد، يعيد القرار 1244 (1999) تأكيد " سيادة جمهورية يوغوسلافيا الاتحادية والدول الأخرى في المنطقة و [...] سلامتها الإقليمية، على النحو المبين في وثيقة هلسنكي الختامية والمرفق 2 " (الأمم المتحدة، الوثائق الرسمية لمجلس الأمن، الجلسة 4011، S/RES/1244 (1999)، الصفحة 2).

5. The cornerstone of the current CSBM regime in OSCE was laid in the Helsinki Final Act in 1975, in which the participating States agreed to certain measures designed to contribute to reducing the dangers of armed conflict and of misunderstanding or miscalculation of military activities which could give rise to apprehension, particularly in a situation where the participating States lack clear and timely information.
5 - وقد وُضعت الدعامة الرئيسية للنظام الحالي لتدابير بناء الأمن والثقة في منظمة الأمن والتعاون في أوروبا في وثيقة هلسنكي الختامية في عام 1995، حيث اتفقت الدول المشاركة على تدابير معينة تستهدف " المساهمة في تقليل أخطار الصراع المسلح واحتمالات إساءة فهم أو تقدير الأنشطة العسكرية على نحو يمكن أن ينجم عنه التخوف خصوصا في الحالات التي لا تتوفر فيها للدول المشاركة معلومات واضحة في التوقيت المناسب " .

Recalling also the principles embodied in the Helsinki Final Act and in the declaration at the 1992 Helsinki Summit by the heads of State or Government of the participating States of the Conference on Security and Cooperation in Europe of their understanding that the Conference is a regional arrangement in the sense of Chapter VIII of the Charter of the United Nations and as such provides an important link between European and global security,
وإذ تشير أيضا إلى المبادئ المجسَّدة في وثيقة هلسنكي الختامية وفي الإعلان الذي صدر في مؤتمر قمة هلسنكي عام 1992 عن رؤساء دول أو حكومات الدول المشاركة في مؤتمر الأمن والتعاون في أوروبا، وجاء فيه أنهم يعتبرون المؤتمر ترتيبا إقليميا بالمعنى الوارد في الفصل الثامن من ميثاق الأمم المتحدة ويشكِّل بذلك حلقة وصل هامة بين الأمن الأوروبي والأمن العالمي()،
