1. This is my third report to the Commission for Social Development on the progress of Member States in the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities.

Although the report on the survey can by no means be considered a definitive work on the situation of persons with disabilities worldwide, it nevertheless provides a general picture of the shortcomings and deficiencies in the implementation of the Standard Rules. It also gives directions on actions that need to be taken in order to achieve equalization of opportunities for persons with disabilities.

52. During the discussions with the Government officials of the countries I visited on my missions, despite the swift signing and ratification of the Convention, I noted the relatively slow progress being made in the implementation of the Standard Rules.

This is my fifth and final report on the progress made by Member States in the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities after six years of occupying the post of Special Rapporteur on Disability of the Commission for Social Development.

This is my fourth report to the Commission for Social Development on the progress of Member States in the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities (General Assembly resolution 48/96, annex); and the first year that I conduct my activities in the presence of the Convention on the Rights of Persons with Disabilities (General Assembly resolution 61/106, annex).

Requests the Commission for Social Development to continue to contribute to the process established by the General Assembly in resolution 56/168 by, inter alia, providing its views regarding the social development of persons with disabilities, bearing in mind the experience in the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities and the World Program of Action concerning Disabled Persons;5
3 - يطلــب إلى لجنة التنمية الاجتماعية أن تواصل الإسهام في العملية التي أنشأتها الجمعية العامة في قرارها 56/168، بوسائل شتـى تشمل الإسهام بآرائها فيما يختص بالتنمية الاجتماعية للمعوقين، مع مراعاة الخبرة المكتسبة في تنفيذ القواعد الموحدة بشأن تحقيق تكافـؤ الفرص للمعوقين() وبرنامج العمل العالمي المتعلق بالمعوقين(5)؛

International non-governmental organizations have played a vital role in the promotion of the disability programme, particularly at the grass-roots level, and will continue to do so, notably in the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities once they are adopted.
