(b) To reduce delays in the justice process, to expedite trials and other proceedings involving children alleged as, accused of or recognized as having infringed criminal law, and to avoid the resulting prolonged or arbitrary detention of children while they await trial or the conclusion of a police investigation;
(ب) تقليص فترات التأخر في سير العدالة والإسراع بالمحاكمات والإجراءات الأخرى التي تنطوي على أطفال يدعى أنهم انتهكوا القانون الجنائي أو يتهمون بذلك أو يثبت عليهم ذلك، وتجنب ما يترتب على هذا التأخر من احتجاز الأطفال لفترات طويلة أو على نحو تعسفي لحين محاكمتهم أو الانتهاء من تحقيقات الشرطة؛

The Guidelines on Justice in Matters involving Child Victims and Witnesses of Crime were adopted cognizant that millions of children throughout the world suffered harm as a result of crime and abuse of power and that the rights of those children had not been adequately recognized and that they might suffer additional hardship when assisting in the justice process.
وقد اعتُمدت المبادئ التوجيهية بشأن العدالة في الأمور المتعلقة بالأطفال ضحايا الجريمة والشهود عليها إدراكا لكون ملايين الأطفال في جميع أنحاء العالم يعانون من الضرر من جراء الجريمة والتعسّف في استعمال السلطة وأن حقوق هؤلاء الأطفال لم تحظ بالاعتراف الوافي وأنهم يمكن أن يعانوا من مشقة إضافية عندما يقدّمون المساعدة في مسار إجراءات العدالة.
