In addition, the Panel also took into consideration that many of the claimants had attempted, while in the occupied zone, to contact members of the United Nations Interim Force in Lebanon ( " UNIFIL " ) in southern Lebanon in order to seek assistance in filing their claims since there were no Lebanese Government representatives in the occupied zone.

وإذ تأمل بأن تؤدي المساعي والجهود المبذولة للتوصل الى السلم في الشرق اﻷوسط إلى وضع حد لانتهاكات حقوق اﻹنسان في المنطقة المحتلة في جنوب لبنان، وأن تفضي مفاوضات السلام إلى تسوية النزاع في الشرق اﻷوسط من خلال تحقيق سلم عادل وشامل في المنطقة،

42. The thousands living in the occupied zone had been unable to carry on with their normal lives, while the influx of settlers into the occupied zone was a violation of the Geneva Conventions and a war crime under the Statute of the International Criminal Court.
42 - وذكر الصعوبات التي يواجهها الآلاف من الأشخاص الذين يعيشون في المنطقة المحتلة في تسيير حياتهم بشكل طبيعي، وأعلن عن إدانته لوجود المستعمرين في المنطقة المحتلة الذي يشكل في نظره انتهاكاً لاتفاقيات جنيف وجريمة حرب حسب النظام الأساسي للمحكمة الجنائية الدولية.

In the concentration camps of the Armenian cities of Erevan, Abovyan and Leninakan, and in the Shusha and Djankendi regions (in the occupied zone of Azerbaijan), women and children were being held hostage.

37. By the close of this report (31 December 1998), the rebellion had taken over about a third of the country, although in the occupied zone there is still active resistance (Masisi, Rutshuru, attack on Goma on 14 September, retaking of Fizi, Businga, Moba, etc.).
