By way of explanation, I wish to address two points in the present Declaration.

تساهم الوكالات المتخصصة وسائر مؤسسات منظومة الأمم المتحدة، كل في مجال اختصاصها، في الإعمال الكامل للحقوق والمبادئ المبينة في هذا الإعلان.

2- يجب في ممارسة الحقوق المنصوص عليها في هذا الإعلان احترام حقوق الإنسان والحريات الأساسية للجميع [لجميع الأشخاص].

As to article 41, the United States was of the opinion that the text might be strengthened by adding a phrase similar to that in article 9 of the Declaration on Minorities which provided that “specialized agencies and other organizations of the United Nations system shall contribute to the full realization of the rights and principles set forth in the present Declaration, within their respective fields.”
أما فيما يتعلق بالمادة ١٤، فترى الولايات المتحدة أنه يمكن تعزيز النص بإضافة جملة مماثلة للجملة الواردة في المادة ٩ من إعلان حقوق اﻷقليات التي تنص على أنه " يجب على الوكالات المختصة والمنظمات اﻷخرى التابعة لمنظومة اﻷمم المتحدة أن تساهم في التطبيق الكامل للحقوق والمبادئ المدرجة في اﻹعلان الحالي ضمن ميادينها الخاصة " .
