UNEP embarked in 1998 on a comprehensive revitalization process of the Nairobi Convention for the Protection, Management and Development of the Marine and Coastal Areas of the Eastern African Region/Abidjan Convention for Cooperation in the Protection and Development of the Marine and Coastal Environment of the West and Central African Region on the coastal and marine environment.

UNEP has endeavoured to mobilize the political will of African Governments in a bid to revitalize the Abidjan Convention for Cooperation in the Protection and Development of the Marine and Coastal Environment of the West and Central African Region.

Under the Abidjan Convention for Cooperation in the Protection and Development of the Marine and Coastal Environment of the West and Central African Region, a work programme for the reduction of pollution from land-based activities in the region has been established covering two themes: assessment and management.

On that basis, the parties to the Nairobi Convention and to the Convention for Cooperation in the Protection and Development of the Marine and Coastal Environment of the West and Central African Region have developed new protocols for preventing, reducing, mitigating and controlling pollution emanating from land-sources and activities, which are to be adopted by conferences of plenipotentiaries.

The contracting parties to the Convention for Cooperation in the Protection and Development of the Marine and Coastal Environment of the West, Central and Southern African Region, meeting in April 2011, adopted a decision on the development of a protocol concerning marine protected areas, in which a process for the development of such a protocol was defined.

By article 16 of the Convention, the Contracting Parties designated UNEP as the secretariat of the Convention, and its secretariat functions are carried out through the UNEP Regional Coordinating Unit in Abidjan.

Special attention is being given to strengthening the regional seas conventions in the African region, specifically the Convention for Cooperation in the Protection and Development of the Marine and Coastal Environment of the West and Central African Region (Abidjan Convention) and the Convention for the Protection, Management, and Development of the Marine and Coastal Environment of the Eastern African Region (Nairobi Convention).

However, several factors have led to inadequate implementation of the programme of work for both the 1985 Convention for the Protection, Management and Development of the Marine and Coastal Environment of the Eastern African Region (Nairobi Convention) and of the 1981 Convention for Cooperation in the Protection and Development of the Marine and Coastal Environment of the West and Central African Region (Abidjan Convention).

In fact, Sierra Leone is now party to the Abidjan Convention for Cooperation in the Protection and Development of the Marine and Coastal Environment of the West and Central African Region (1981), as well as to the Convention on Biological Diversity (1992), the Convention on Fishing and Conservation of Living Resources in the High Seas (1958) and the International Convention for the Prevention of Pollution from Ships (1973).
