52. Except for the developments highlighted in the above two paragraphs, there has been no progress in the situation of human rights in Myanmar.
٥٢ - وفيما عدا التطورات التي أبرزت في الفقرتين الواردتين أعلاه، لم يحدث تقدم في حالة حقوق اﻹنسان في ميانمار.

The Special Rapporteur concludes that genuine and enduring improvements in the situation of human rights in Myanmar cannot be attained without respect for the rights pertaining to democratic governance.
ويستنتج المقرر الخاص أنه لا يمكن تحقيق تحسينات أصيلة ومستدامة في حالة حقوق اﻹنسان في ميانمار دون احترام الحقوق التي يوفرها الحكم الديمقراطي.

45. The Special Rapporteur regrets that he is yet again unable to report any significant improvement in the situation of human rights in Iraq.
٤٥ - يأسف المقرر الخاص ﻷنه عاجز مرة أخرى عن اﻹبلاغ عن أي تحسن كبير في حالة حقوق اﻹنسان في العراق.

The Special Rapporteur notes that, based upon the information in his possession, there has been essentially no improvement in the situation of human rights in Iraq.
١٤- يلاحظ المقرر الخاص، بناء على ما لديه من معلومات، أنه لم يحصل أي تحسن جوهري في حالة حقوق اﻹنسان في العراق.

The Special Rapporteur concludes that genuine and enduring improvements in the situation of human rights in Myanmar cannot be attained without respect for the rights pertaining to democratic governance.
ويخلص المقرر الخاص إلى أنه لا يمكن إنجاز تحسينات حقيقية ودائمة في حالة حقوق اﻹنسان في ميانمار بدون احترام الحقوق المتصلة بالحكم الديمقراطي.

Irrespective of the realization of the prospective improvements in the enjoyment of the rights to food and health, significant change in the situation of human rights in Iraq will only be possible through a radical change in the politico-legal order.
٣٤- وبغض النظر عن تحقيق التحسن المتوقع في التمتع بالحق في الغذاء والصحة، لا يمكن إحداث تغيير كبير في حالة حقوق اﻹنسان في العراق إلا من خلال إحداث تغيير جذري في النظام السياسي - القانوني.

In concluding that there has been essentially no improvement in the situation of human rights in Iraq, the Special Rapporteur again refers to all his previous recommendations, which remain valid.
٤٤- إذ يخلص المقرر الخاص إلى عدم وجود أي تحسن جوهري في حالة حقوق اﻹنسان في العراق، يشير مرة أخرى إلى جميع توصياته السابقة التي لا تزال سليمة.

He concluded that there has been essentially no improvement in the situation of human rights in Iraq, and that the prevailing legal and institutional framework through which legislative, executive and judicial powers continue to be exercised in Iraq is not in conformity with established international norms governing human rights.
وخلص إلى أنه لم يحدث أي تحسن جوهري في حالة حقوق اﻹنسان في العراق، وأن اﻹطار القانوني والمؤسسي السائد في العراق الذي لا تزال تمارس من خلاله السلطات التشريعية والتنفيذية والقضائية، لا يتفق مع القواعد الدولية المقررة التي تنظم حقوق اﻹنسان.

4. At its fifty-first session, the General Assembly, by its resolution 51/110, after welcoming the improvements in the situation of human rights in Haiti, took note of the report of the independent expert (E/CN.4/1996/94).
٤ - وأعربت الجمعية العامة في دورتها الحادية والخمسين، في قرارها ٥١/١١٠ عن ارتياحها لما لوحظ من تحسن في حالة حقوق اﻹنسان في هايتي، وأحاطت علما بتقرير الخبير المستقل (E/CN.4/1996/94).

" Taking note of some recent positive developments in the situation of human rights in China, including the most recent release of some political prisoners, and steps toward beginning reform of the Chinese legal system,
واذ تحيط علما ببعض التطورات الايجابية التي حدثت مؤخرا في حالة حقوق اﻹنسان في الصين، بما في ذلك ما حدث مؤخرا من الافراج عن بعض السجناء السياسيين، وبالخطوات المتخذة نحو بدء اصلاح النظام القانوني الصيني،

53. Mr. Rodrigue (Haiti) said that his Government welcomed the report of the independent expert, which reflected the improvement in the situation of human rights in Haiti, despite the difficulties which the country was undergoing.
٥٣ - السيد رودريغ )هايتي(: قال إن حكومته ترحب بتقرير الخبير المستقل، الذي ينعكس فيه التحسن في حالة حقوق اﻹنسان في هايتي رغم الصعوبات التي يلاقيها البلد حاليا.

1. Mr. Carranza (Guatemala) said that there were positive developments in the situation of human rights in Guatemala, as recognized in the reports of the United Nations Mission for the Verification of Human Rights in Guatemala (MINUGUA).
١ - السيد كارانزا )غواتيمالا(: قال إنه حدثت تطورات إيجابية في حالة حقوق اﻹنسان في غواتيمالا، كما هو مثبت في تقارير بعثة اﻷمم المتحدة للتحقق من حالة حقوق اﻹنسان في غواتيمالا.

He concluded that there has been essentially no improvement in the situation of human rights in Iraq, and that the absence of respect for the rights pertaining to democratic governance is at the root of all the major violations of human rights in Iraq insofar as that absence implies a structure of power which is autocratic and accountable only to itself, thus inherently resting on the denial and repression of fundamental rights.
وقد خلص إلى أنه لم يحدث أساساً أي تحسن في حالة حقوق اﻹنسان في العراق وأن الافتقاد إلى احترام الحقوق المتعلقة بنظام الحكم الديمقراطي هو السبب الجذري لجميع الانتهاكات الرئيسية لحقوق اﻹنسان في العراق من حيث أن هذا الافتقاد يعني ضمناً وجود هيكل للسلطة يتسم بأنه مطلق وليس مسؤولاً أمام أحد سوى نفسه، ومن ثم فإنه يقوم بشكل متأصل على إنكار الحقوق اﻷساسية وقمعها.

" 3. Requests the Secretary-General to monitor the efforts undertaken in this regard at regional, bilateral and other levels and to inform the Assembly at its fifty-third session on progress achieved in the situation of human rights in Estonia and Latvia. "
" ٣ - تطلب من اﻷمين العام رصد الجهود المبذولة في هذا الخصوص على الصعيدين اﻹقليمي والثنائي وغيرهما من الصعد، وإبلاغ الجمعية في دورتها الثالثة والخمسين بالتقدم المحرز في حالة حقوق اﻹنسان في إستونيا ولاتفيا. "

5. Invites the Office of the High Commissioner to report to the Council at its twelfth session on the progress made in the situation of human rights in Liberia and the activities it has undertaken in the country.
5- يطلب إلى المفوضية أن تقدم إلى المجلس في دورته الثانية عشرة تقريراً عن التقدم المحرز فيما يتعلق بحالة حقوق الإنسان في ليبيريا وعن الأنشطة التي اضطلعت بها في البلد.
