4-4 وتمضي الدولة الطرف قائلة إنه فيما يتعلق بالكفاءة الحقيقية للشاكية في لغة الدولة، فإن هناك معلومات صافية واردة في قرار المحكمة تذكر أنه إذا وجدت شكاوى في الكفاءة في لغة الدولة يجرى امتحان لتحديد ما إذا كانت الكفاءة اللغوية الحقيقية تتمشى مع المستوى المذكور في الشهادة.

5.4 According to article 9, paragraph 7, of the Law, persons whose proficiency in the State language does not meet the requirements of the highest level (level 3) may not be nominated as candidates for local council elections and may not be elected to councils.
5-4 فطبقاً للفقرة 7 من المادة 9 لا يجوز اختيار من لا تستوفي كفاءتهم في لغة الدولة اشتراطات المستوى الأعلى (المستوى الثالث) مرشحين في انتخابات المجالس المحلية ولا يجوز انتخابهم في هذه المجالس.
