72. It was important that the Court should have jurisdiction over the most serious crimes of concern to the international community, whether such crimes were covered by treaties specified in the statute or by general international law.

56. Some delegations expressed the view that the constituent elements of the crimes should be set forth in the statute or in an annex to provide the clarity and precision required for criminal law, to provide additional guidance to the Prosecution and the Court, to ensure respect for the rights of the accused and to avoid any political manipulation of the definitions.
٥٦ - أيدت عدة وفود رأيا مؤداه أنه ينبغي بيان أركان الجريمة في النظام اﻷساسي أو في مرفق، مما يكفل الوضوح والدقة المنصوص عليهما في القانون الجنائي، ويوفر للمدعي وللمحكمة مزيدا من التوجيه، ويكفل احترام حقوق المتهم،ويتيح تجنب أي تلاعب سياسي بالتعاريف.

The view was expressed that the principle of legality required not only clear definitions of the crimes under the jurisdiction of the Court which should be set out in the Statute, or in an annex thereto, but also a clear and full statement of the related punishment so as to avoid problems often associated with the issue of punishment under the different legal systems.
١٩٠ - أُعرب عن الرأي بأن مبدأ القانونية يقتضي ليس فقط تعاريف واضحة للجرائم بموجب اختصاص المحكمة، وهي تعاريف ينبغي أن تبين في النظام اﻷساسي أو في مرفق له، بل وكذلك بيانا واضحا وكاملا للعقاب المتصل بها بغية تفادي المشاكل التي كثيرا ما ارتبطت بمسألة العقاب بموجب نظم قانونية مختلفة.

87. The view was expressed that the principle of legality required not only clear definitions of the crimes under the jurisdiction of the court which should be set out in the statute, or in an annex thereto, but also a clear and full statement of the related punishment so as to avoid problems often associated with the issue of punishment under the different legal systems.

21. The judges meet in plenary to elect the President and Vice-President, adopt and amend the rules, adopt the annual report provided for in article 34 of the statute, decide upon matters relating to the internal functioning of the Chambers and the Tribunal, determine or supervise the conditions of detention and exercise any other functions provided for in the statute or in the rules.
٢١ - ويجتمع القضاة في دورة عامة لاختيار الرئيس ونائب الرئيس، واعتماد وتعديل القواعد، واعتماد التقرير السنوي المنصوص عليه في المادة ٣٤ من النظام اﻷساسي، والبت في المسائل المتصلة بأداء الدوائر والمحكمة لوظائفها الداخلية، وتحديد شروط الاحتجاز والاشراف عليه، وممارسة أي مهام أخرى منصوص عليها في النظام اﻷساسي أو في القواعد.
