For its consideration of the question, the Committee had before it the report of the Secretary-General on the findings, observations and recommendations contained in the report of the Office of Internal Oversight Services on the audits of the procurement process in the United Nations Angola Verification Mission (A/53/1018).
٣ - وللنظر في المسألة، كان معروضا أمام اللجنة تقرير اﻷمين العام عن النتائج، والملاحظات والتوصيات الواردة في تقرير مكتب خدمات المراقبة الداخلية عن مراجعة حسابات عملية الشراء في بعثة اﻷمم المتحدة للتحقق في أنغولا )A/53/1018(.

It hoped that the actions already taken would help to prevent a recurrence of the very serious procurement problems which had arisen in the United Nations Angola Verification Mission (UNAVEM) and expressed concern at the slow progress in resolving other issues, particularly in the area of accounting (para. 24).
وأعرب عن أمل وفده في أن تساعد اﻹجراءات التي تم اتخاذها بالفعل على الحيلولة دون تكرر حدوث مشاكل الشراء الشديدة الخطورة التي نشأت في بعثة اﻷمم المتحدة للتحقق في أنغولا وأعرب عن القلق إزاء بطء التقدم في حل المسائل اﻷخرى، لا سيما في مجال المحاسبة )الفقرة ٢٤(.

6. Mr. Choi (Assistant Secretary-General for Planning and Support) introduced the report of the Secretary-General on the findings, observations and recommendations contained in the report of the Office of Internal Oversight Services (OIOS) on the audits of the procurement process in the United Nations Angola Verification Mission (UNAVEM) (A/53/1018).

16. Expresses its concern about the insufficient use of expertise in procurement planning in eight peacekeeping missions, including the United Nations Protection Force and the United Nations Operation in Somalia, which led to payments for aircraft services not utilized, assessed at 2.4 million dollars in the United Nations Angola Verification Mission and 0.4 million dollars in the United Nations Observer Mission in Liberia;
١٦ - تعرب عن قلقها لعدم استخدام الخبرة الفنية في تخطيط الشراء بصورة كافية في ثماني بعثات لحفظ السلام، منها قوة اﻷمم المتحدة للحماية وعملية اﻷمم المتحدة في الصومال، مما أدى إلى دفع مبالغ مقابل خدمات طائرات لم تستخدم، قدرت بمبلغ ٢,٤ ملايين دولار في بعثة اﻷمم المتحدة للتحقق في أنغولا و بمبلغ ٠,٤ مليون دولار في بعثة مراقبي اﻷمم المتحدة في ليبريا؛

34. Mr. Paschke (Under-Secretary-General for Internal Oversight Services) introduced the report of the Office of Internal Oversight Services on the audits of the procurement process in the United Nations Angola Verification Mission (A/52/881), which summarized the findings of audits conducted between June 1996 and December 1997.
