But it should be recalled that, last year, General Assembly resolution 52/161 invited the Court to submit its comments and observations on the consequences that the increase in the volume of cases before the Court has on its operation.

The Assembly would also invite Member States, the States parties to the Statute of the International Court of Justice and the International Court of Justice, if it so desires, to present, before the fifty-third session of the General Assembly, and on the understanding spelt out in the draft resolution, their comments and observations on the consequences that the increase in the volume of cases before the Court has on its operation.

5. With regard to the report of the Secretary-General on the consequences of the increase in the volume of cases before the International Court of Justice on the operation of the Court (A/53/326), she said that the picture that emerged was pessimistic.
٥ - وفيما يتعلق بتقرير اﻷمين العام عن اﻵثار المترتبة على زيادة عدد القضايا المعروضة على محكمة العدل الدولية في عمل المحكمة (A/53/326)، ذكرت أن الصورة الناشئة عنه تبعث على التشاؤم.

52. Turning to the issue of the consequences that the increase in the volume of cases before the International Court of Justice had on the operation of the Court (A/53/326), his delegation reconfirmed its support for the European Union’s position on that question.
٥٢ - ثم انتقل إلى مسألة اﻵثار المترتبة على زيادة عدد القضايا المعروضة على محكمة العدل الدولية بالنسبة لعمل المحكمة (A/53/326)، وأكد من جديد مساندته لموقف الاتحاد اﻷوروبي من هذه المسألة.

42. Turning to the report of the Secretary-General on the consequences that the increase in the volume of cases before the International Court of Justice had on the operation of the Court (A/53/326), he said it gave the impression that the Court was overwhelmed by its workload owing to a lack of human and financial resources.
٤٢ - وانتقل بعدها إلى تقرير اﻷمين العام A/53/326 عن اﻵثار المترتبة على زيادة عدد القضايا المعروضة على محكمة العدل الدولية في عمل المحكمة، فأعرب عن انطباع عام تكّون لديه بأن المحكمة مرهقة بأعباء العمل الثقيلة بسبب نقص الموارد البشرية والمالية.

It was noted that, on 27 October 1998, the Chairman of the Sixth Committee had addressed a letter to the Chairman of the Fifth Committee in which he drew attention to the comments of the Court contained in the report of the Secretary-General on the consequences that the increase in the volume of cases before the Court had on its operation (A/53/326 and Corr.1).

Pursuant to the recommendation of the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization, the General Assembly invited States to present their comments and observations on the consequences that the increase in the volume of cases before the International Court of Justice has on its operation (resolution 52/161 of 15 December 1997).
عملا بتوصية اللجنة الخاصة المعنية بميثاق اﻷمم المتحدة وبتعزيز دور المنظمة، دعت الجمعية العامة الدول إلى تقديم تعليقاتها وملاحظاتها بشأن اﻵثار المترتبة على زيادة عدد القضايا المعروضة على محكمة العدل الدولية في عمل المحكمة )القرار ٥٢/١٦١ المؤرخ ١٥ كانون اﻷول/ ديسمبر ١٩٩٧(.

In response to the concerns expressed by the Court on earlier occasions, Mexico, in the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization, advocated the inclusion of an item entitled “Consequences that the increase in the volume of cases before the International Court of Justice have on the operation of the Court”.
وتلبية للشواغل التي أعربت المحكمة عنها في مناسبات سابقة، فإن المكسيك أيدت في اللجنة الخاصة المعنية بميثاق اﻷمم المتحدة وبتعزيز دور المنظمة، إدراج بند معنون " اﻵثار المترتبة على زيادة عدد القضايا المعروضة على محكمة العدل الدولية في عمل المحكمة " .

73. Turning to the consequences that the increase in the volume of cases before the International Court of Justice had on the operation of the Court (A/53/326), he said it was clear from the Court’s thorough response to the Secretary-General’s invitation to comment that it had been waiting for an opportunity to make its concerns known.
٧٣ - وانتقل الى اﻵثار المترتبة على زيادة عدد القضايا المعروضة على محكمة العدل الدولية بالنسبة لعمل المحكمة. (A/53/326) فقال إنه يتضح من الرد الشامل الذي قدمته المحكمة على دعوة اﻷمين العام الى إبداء تعليقها بأنها كانت تنتظر الفرصة ﻹبداء اهتماماتها.
