In decision SC-5/22 on needs assessment, the Conference of the Parties adopted the terms of reference for the assessment of the funding needed by developing-country parties and parties with economies in transition to implement the Convention over the period 2015 - 2019.
2 - وفي المقرر ا س - 5/22 بشأن تقييم الاحتياجات، اعتمد مؤتمر الأطراف الاختصاصات المتعلقة بتقييم التمويل الذي تحتاجه الأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقال لتنفيذ الاتفاقية خلال الفترة 2015 - 2019.

16. The Conference of the Parties, based on the above-mentioned reviews, will communicate to the Council relevant decisions taken by the Conference of the Parties as a result of such reviews, to improve the performance and effectiveness of the financial mechanism in assisting developing country Parties and Parties with economies in transition to implement the Convention.
16 - يقوم مؤتمر الأطراف، بناء على الاستعراضات المذكورة أعلاه، بإبلاغ المجلس بالمقررات المهمة التي يتخذها مؤتمر الأطراف نتيجة لهذه الاستعراضات، وذلك لتحسين فعالية الآلية المالية في مساعدة البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في تنفيذ الاتفاقية.

1. Welcomes the preliminary assessment of funding needs for Parties that are developing countries or countries with economies in transition to implement the Convention over the period 20062010;
1 - يرحب بالتقييم الأولي للاحتياجات التمويلية للأطراف التي هي بلدان نامية أو بلدان تمر اقتصاداتها بمرحلة انتقال اللازمة لتنفيذ الاتفاقية خلال الفترة 2006 - 2010؛

In the same decision, the Conference of the Parties also requested the Secretariat to prepare terms of reference for the assessment of funding needs for parties that are developing countries or countries with economies in transition to implement the Convention over the period 2018 - 2022, for consideration and possible adoption at the seventh meeting of the Conference of the Parties.
4 - وفي نفس المقرر، طلب مؤتمر الأطراف أيضاً إلى الأمانة أن تعد اختصاصات لتقييم احتياجات التمويل للأطراف من البلدان النامية أو البلدان التي تمر اقتصاداتها بمرحلة انتقال لتنفيذ الاتفاقية خلال الفترة 2018-2022، لعرضها على مؤتمر الأطراف للنظر فيها واحتمال اعتمادها في اجتماعه السابع.

In response to the request referred to in paragraph 4 above, the Secretariat has prepared the terms of reference for the assessment of funding needs for parties that are developing countries or countries with economies in transition to implement the Convention over the period 2018 - 2022 as set out in the annex to the present note.
7 - واستجابة للطلب المشار إليه في الفقرة 4 أعلاه، أعدت الأمانة اختصاصات لتقييم احتياجات التمويل للأطراف من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال لتنفيذ الاتفاقية خلال الفترة 2018-2022 على النحو المبين في مرفق هذه المذكرة.

In response to the request mentioned above, the Secretariat prepared revised draft terms of reference for work on assessment of funding needs for Parties that are developing countries or countries with economies in transition to implement the Convention over the period 2006 - 2010.
13 - واستجابة للطلب الآنف الذكر، أعدت الأمانة اختصاصات منقحة من أجل العمل على تقييم الحاجات التمويلية للأطراف من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال لتنفيذ الاتفاقية على مدار الفترة 2006 - 2010.

188. In the ensuing discussion many representatives underscored the importance of ensuring that sustainable, predictable, adequate and accessible financial resources were available to assist developing countries and countries with economies in transition to implement the Convention.
190- وفي المناقشة التي أعقبت ذلك، أكّد كثير من الممثلين على أهمية ضمان توافر موارد مالية كافية ومستدامة ويسيرة المنال ويمكن التنبؤ بها، لمساعدة البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال لتنفيذ الاتفاقية.

5 - يطلب إلى الأمانة أن تُعد اختصاصات لتقييم احتياجات التمويل لدي الأطراف من البلدان النامية أو البلدان التي تمر اقتصاداتها بمرحلة انتقال لتنفيذ الاتفاقية خلال الفترة 2020 - 2024، لدراستها واحتمال اعتمادها في الاجتماع السابع لمؤتمر الأطراف.

17. The Secretariat of the Convention and the Secretariat of the GEF will communicate and cooperate with each other and consult on a regular basis to facilitate the effectiveness of the financial mechanism in assisting developing country Parties and Parties with economies in transition to implement the Convention.
17 - تعمل أمانة الاتفاقية وأمانة مرفق البيئة العالمية على الاتصال والتعاون فيما بينهما وتتشاوران بانتظام، لتسهيل فعالية الآلية المالية في مساعدة البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في تنفيذ الاتفاقية.

17. 2. Adopts the revised terms of reference for work on the assessment of funding needs for Parties that are developing countries or countries with economies in transition to implement the Convention over the period 2010 - 2014 set forth in the annex to the present decision;
2 - يعتمد الاختصاصات المنقحة الواردة في مرفق هذا المقرر، بشأن العمل على تقييم الاحتياجات التمويلية للأطراف التي هي بلدان نامية أو بلدان تمر اقتصاداتها بمرحلة انتقال اللازمة لتنفيذ الاتفاقية في الفترة 2010 - 2014؛

Many emphasized that as the focus shifted from developing the plans to implementing them, it would be crucial to mobilize increased levels of financial and technical assistance, including capacitybuilding activities, to assist developing countries and countries with economies in transition to implement the Convention.
