The Council of Ministers adopted a resolution in which it noted with appreciation the activities of UNHCR, and requested the OAU Secretary-General, as well as the Commission of Twenty on Refugees, to continue their search for lasting solutions to the problem of refugees, returnees and displaced persons in Africa, in close cooperation with UNHCR.

On 9 December 1998, the General Assembly adopted resolution 53/126, in which it noted with concern that, despite all the efforts deployed so far by the United Nations, the Organization of African Unity (OAU) and others, the situation of refugees and displaced persons in Africa, especially in the West African and Great Lakes regions and in the Horn of Africa, remained precarious.
