There is a shared interest in the clarification of human rights violations and in the dissemination of information on the context in which they occurred, especially so as to re-establish trust in State institutions and to ensure non-repetition of the violations.
وثمة مصلحة مشتركة في إيضاح ما وقع من انتهاكات لحقوق الإنسان، وفي إشاعة المعلومات عن السياق الذي وقعت فيه تلك الانتهاكات، سعيا بوجه خاص تجاه إرساء الثقة في مؤسسات الدولة وضمان عدم تكرار الانتهاكات.

The Act puts into practice the principle, prescribed by the Convention, that all offences should be treated as if they had been committed not only in the place in which they occurred but also in the territories of the other States parties.
ويأخذ القانون بالمبدأ المكرس في الاتفاقية والذي مفاده أن تعامل كافة الجرائم كما لو أنها لم تقترف في المكان الذي وقعت فيه فحسب، بل أيضاً على أراضي الدول اﻷخرى اﻷطراف.

3. The offences referred to in article 2 shall be treated, for the purpose of extradition between States Parties, as if they had been committed not only in the place in which they occurred but also in the territories of the requested States Parties.
3 - إذا لزم الأمر، تعامل الجرائم المنصوص عليها في المادة 2، لأغراض تسليم المجرمين فيما بين الدول الأطراف، كما لو أنها ارتكبت لا في المكان الذي وقعت فيه فحسب، بل أيضا في أقاليم الدول المقدمة للطلبات.

Such offences shall be treated, for the purpose of extradition between States parties, as if they had been committed not only in the place in which they occurred but also in the territories of the States required to establish their jurisdiction in accordance with article 5, paragraph 1.
وتتم معاملة هذه الجرائم، لأغراض التسليم بين الدول الأطراف، كما لو أنها اقترفت لا في المكان الذي حدثت فيه فحسب، بل أيضا في أراضي الدول المطالبة بإقامة ولايتها القضائية طبقا للفقرة 1 من المادة 5.

4 - تعامل هذه الجرائم، لأغراض تسليم الدول الأطراف للمجرمين بعضها لبعض، كما لو أنها ارتكبت لا في المكان الذي حدثت فيه بل في أقاليم الدول المطلوب منها إقامة ولايتها القضائية وفقاً للمادة 4.

4.8 The State party asks the Committee to note how similar the facts and situations described by the author are to those described by the authors of the previous communications concerned by the memorandum of 3 March 2009 and to take account of the sociopolitical and security context in which they occurred.
4-8 وتطلب الدولة الطرف إلى اللجنة أن تلاحظ أوجه الشبه بين الوقائع والأوضاع التي وصفها صاحب البلاغ وتلك التي وصفها أصحاب البلاغات السابقة التي ردت عليها الدولة الطرف في المذكرة الأصلية المؤرخة 3 آذار/مارس 2009، وأن تراعي السياق السياسي والاجتماعي وكذلك الأوضاع الأمنية التي تندرج فيها تلك البلاغات.

٤ - ﻷغراض تسليم المجرمين فيما بين الدول اﻷطراف، تعتبر الجرائم المنصوص عليها في المادة ٢ كما لو أنها ارتكبت لا في المكان الذي وقعت فيه فحسب بل في أراضي الدول اﻷطراف في هذه الاتفاقية.

" ٤ - تعامل الجرائم المبينة في المادة ١١، إذا اقتضى اﻷمر، وﻷغراض التسليم بين دولتين طرف، كما لو أنها ارتكبت ليس في المكان الذي وقعت فيه فحسب وإنما داخل نطاق ولاية الدول الطرف التي تطلب التسليم أيضا.

4. If necessary, the offences set forth in article 2 shall be treated, for the purposes of extradition between States Parties, as if they had been committed not only in the place in which they occurred but also in the territory of the States that have established jurisdiction in accordance with article 6, paragraphs 1 and 2.
4 - إذا لزم الأمر، تعامل الجرائم المنصوص عليها في المادة 2، لأغراض تسليم المجرمين فيما بين الدول الأطراف، كما لو أنها ارتُكبت لا في المكان الذي وقعت فيه فحسب بل في أقاليم الدول التي تكون قد قررت ولايتها القضائية وفقا للفقرتين 1 و 2 من المادة 6 أيضا.
