The Committee draws the State party's attention to its general comment No. 15 (2013) on the right of the child to the enjoyment of the highest attainable standard of health and recommends that the State party undertake all necessary measures, including legislative measures, to ensure that all children, including non-nationals, enjoy the same access and quality of health services.

In General Comment No. 20 on non-discrimination in economic, social and cultural rights, the Committee on Economic, Social and Cultural Rights stresses that the rights enshrined in the Covenant, including the right to adequate housing, apply to all people, including non-nationals and migrant workers, regardless of their legal status and documentation.

76. In light of general recommendation No. 30 (2004) of the Committee on the Elimination of Racial Discrimination and of its recent concluding observations (CERD/C/UAE/CO/17, para. 11), the Special Rapporteur recommends that the constitutional provisions restricting certain human rights to Emirati nationals be revised so as to extend human rights protection to all individuals residing in the United Arab Emirates, including non-nationals.
76- وفي ضوء التوصية العامة الثلاثين (2004) للجنة القضاء على التمييز العنصري وملاحظاتها الختامية الأخيرة (CERD/C/UAE/CO/17، الفقرة 11)، يوصي المقرر الخاص بتنقيح الأحكام الدستورية التي تقصر بعض حقوق الإنسان على المواطنين الإماراتيين من أجل توسيع نطاق حماية حقوق الإنسان لتشمل جميع الأفراد المقيمين في البلد، بمن فيهم غير المواطنين.
