In that resolution, the General Assembly also decided that expenditures arising from the impact of extraordinary expenses, including those relating to the maintenance of peace and security, would be treated outside the contingency fund, so that implementation of political activities mandated by the Assembly and the Security Council were not hampered by the constraints of existing resources.

In this connection, some delegations pointed out that a report on issues related to the question of all additional expenditures referred to in paragraphs 10 and 11 of annex I to Assembly resolution 41/213 of 19 December 1986, including those relating to the maintenance of peace and security, inflation and currency fluctuation, as requested by the Assembly in its resolution 51/220, would still have to be prepared.

The Advisory Committee on Administrative and Budgetary Questions has considered the report of the Secretary-General of 25 August 1997 (A/C.5/51/57) on the issue of additional regular budget expenditures, including those relating to the maintenance of peace and security, inflation and currency fluctuation.

In addition, the apparent adequacy of the level of the contingency fund has been crucially dependent on the exception to the procedures of the contingency fund, made in paragraph 11 of annex I to General Assembly resolution 41/213, for " extraordinary expenses, including those relating to the maintenance of peace and security " .

In reviewing the proposed outline for the biennium 1998–1999, however, the General Assembly decided to exclude such provisions, and requested the Secretary-General to examine all issues related to the question of additional expenditures, including those relating to the maintenance of peace and security, and to report accordingly (resolution 51/220).

وقد نظرت أيضا في تقرير اﻷمين العام عن القضايا المتصلة بمسألة النفقات اﻹضافية، بما في ذلك النفقات المتصلة بصون السلام واﻷمن، وبالتضخم وتقلب أسعار العملات)٨( وتقرير اللجنة الاستشارية لشؤون اﻹدارة والميزانية المتصل بالموضوع)٩(،

This report is issued in response to the request of the General Assembly in its resolution 51/220 of 18 December 1996 that the Secretary-General prepare a comprehensive policy paper which would examine all issues related to the question of all additional expenditures referred to in paragraphs 10 and 11 of annex I to Assembly resolution 41/213, including those relating to the maintenance of peace and security, inflation and currency fluctuation.
١ - يصدر هذا التقرير استجابة لطلب الجمعية العامة الوارد في قرارها ٥١/٢٢٠ المؤرخ ١٨ كانون اﻷول/ديسمبر ١٩٩٦ بأن يعد اﻷمين العام ورقة سياسة عامة شاملة يتناول فيها جميع القضايا المتصلة بمسألة النفقات اﻹضافية المشار إليها في الفقرتين ١٠ و ١١ من المرفق اﻷول لقــرار الجمعية ٤١/٢١٣، بما في ذلك النفقات المتصلة بصون السلام واﻷمن، وبالتضخم وتقلب أسعار العملات.
