The Law on Guarantees of Equal Rights for Men and Women and Equal Opportunities in the Exercise of such Rights, adopted in March 2005, is a very important legal achievement, as has also been indicated by the Special Rapporteur on the independence of judges and lawyers in his 2006 report (E/CN.4/2006/52/Add.4).

In December 2005 and June 2006 the Chairperson of the Working Group joined the Special Rapporteur on torture, inhuman or degrading treatment or punishment and the Special Rapporteur on the independence of judges and lawyers in two urgent appeals to the Government of Kyrgyzstan, asking that it desist from returning five Uzbek refugees to the authorities of Uzbekistan.

Requests to visit were made by the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment in 2005 and 2007, by the Special Rapporteur on the independence of judges and lawyers in 2006 and by the independent expert on minority issues in 2008; a reminder was also sent by the Special Rapporteur on extrajudicial, summary or arbitrary executions in 2008.

(22) The Committee is concerned about numerous extensive allegations, corroborated by the Special Rapporteur on the independence of judges and lawyers in his report (E/CN.4/2003/65/Add.2) and other sources, of corruption in the administration of justice, in particular in the judiciary, and of collusion and nepotism in the public prosecution service, as well as with members of an under-regulated legal profession (arts. 2 and 12).
