The Committee notes with concern the lack of enforcement of laws and prosecution and punishment of perpetrators, and women's lack of access to justice in cases of violence, especially women and girls from poor and rural areas, as well as indigenous and Afro-descendent women.

The State party should develop additional policies to promote genuine gender equality that includes a specific perspective in favour of indigenous and Afro-descendent women, and strengthen Government programmes and institutions with mandates that include promotion of the rights of indigenous and Afro-descendent women and prevention of discrimination against them.
وينبغي للدولة الطرف أن تضع سياسات إضافية تشجع على تحقيق المساواة الفعلية بين الجنسين وتشمل منظوراً محدداً لصالح نساء الشعوب الأصلية والنساء المنحدرات من أصل أفريقي، وتعزز البرامج والمؤسسات الحكومية التي تتضمن مهامها تعزيز حقوق نساء الشعوب الأصلية والنساء المنحدرات من أصل أفريقي ومنع التمييز ضدهن.

It urges the State party to ensure that all women victims of violence, including poor, rural, indigenous and Afro-descendent women, have access to immediate means of redress, protection, support and legal aid.
وتدعو اللجنة الدولة الطرف إلى كفالة التمكين لجميع النساء من ضحايا العنف، بمن فيهن الفقيرات والريفيات ونساء الشعوب الأصلية والنساء المنحدرات من أصول أفريقية، وإلى إمكانية حصولهن بصورة فورية على وسائل الانتصاف والحماية والدعم والمساعدة القانونية.

It encourages the State party to provide training programmes for women, including indigenous and Afro-descendent women, in order to strengthen their roles in leadership and decision-making positions in society.
وتشجع الدولة الطرف على توفير برامج لتدريب النساء، بمن فيهن نساء الشعوب الأصلية والنساء المنحدرات من أصل أفريقي، من أجل تعزيز أدوارهن في مراكز القيادة وصنع القرار في المجتمع.

The Committee reiterates its concern at the very vulnerable situation and the high levels of racial, social and gender discrimination suffered by indigenous and Afro-descendent women, despite the formal recognition of their rights and the multiplicity of institutions and programmes designed to promote those rights (arts. 3, 25 and 26).
