The Committee was fully aware that some Territories had made remarkable progress towards self-reliance and enjoyed a high standard of living, while others continued to suffer handicaps arising from such factors as size, remoteness, vulnerability to natural disasters, the fragility of their ecosystems, heavy dependence on imports and a small number of commodities, weak indigenous technological capacities and a lack of skilled personnel.
