وقد ناشدت اللجنة في قراراتها جميع الدول التي أبقت على عقوبة الإعدام أن تحد تدريجياً من عدد الجرائم التي يجوز المعاقبة عليها بالإعدام، وأن تقرر وقف تنفيذ عمليات الإعدام بغية إلغاء عقوبة الإعدام إلغاءً كاملاً، وأن توفر للجمهور معلومات فيما يتعلق بفرض عقوبة الإعدام.
