Mr. Grossman (Chairperson, Committee against Torture) said that, under the previous working procedure, States parties to the Convention against Torture would submit their initial and subsequent reports, in response to which the Committee against Torture would make up a list of issues, which in turn would often yield a State-party reply that was longer than the initial submission.
