As requested by the SBI at its seventh session, the progress report will also include the secretariat's observations on the initial communications submitted by non-Annex I Parties by 30 March 1998.

The AGBM noted the intention of non-Annex I Parties to convene a workshop, as a follow-up to the earlier one, to address issues relating to initial communications from non-Annex I Parties, and requested the secretariat to facilitate assistance to the Parties in this regard, in accordance with Article 8.2.
٧٥- وأحاط الفريق المخصص علماً أيضاً باعتزام اﻷطراف غير المدرجة في المرفق اﻷول عقد حلقة تدارس، كمتابعة لحلقة التدارس السابقة، من أجل معالجة القضايا المتعلقة بالبلاغات اﻷولية المقدمة من اﻷطراف غير المدرجة في المرفق اﻷول، وطلب الى اﻷمانة تسهيل تقديم المساعدة الى اﻷطراف في هذا الشأن وفقا للمادة ٨-٢.

The need for a workshop/forum, in which experts from Parties not included in Annex I could exchange experiences on the methodologies for, and preparation of, the initial communications, was discussed.
ونوقشت الحاجة إلى عقد حلقة تدارس/محفل يمكن للخبراء من اﻷطراف غير المدرجة في المرفق اﻷول أن يتبادلوا فيه الخبرات المتعلقة باﻷساليب المنهجية اللازمة للبلاغات اﻷولية وطريقة إعدادها.

The [meeting] [discussion] [hearing] shall be scheduled after receipt of comments, if the initial communications had failed to reach a conclusion.

Approach paper by the Group of 77 and China on recommendations on guidelines and format for preparation of initial communications from non-Annex I Parties

1. The guidelines for the preparation of initial communications by Parties not included in Annex I have five principal objectives, taking into account Article 4.7:
١- إن للمبادئ التوجيهية ﻹعداد البلاغات اﻷولية المقدمة من اﻷطراف غير المدرجة في المرفق اﻷول خمسة أهداف رئيسية، مع مراعاة المادة ٤-٧:

26. In accordance with Article 12.5, the timing for submission of initial communications is within three years of entry into force for that Party or of the availability of financial resources in accordance with Article 4.3.
٦٢- وفقاً للمادة ٢١-٥، تقدم البلاغات اﻷولية في غضون فترة ثلاث سنوات من تاريخ بدء نفاذ الاتفاقية بالنسبة للطرف أو من تاريخ توفر الموارد المالية وفقاً للمادة ٤-٣.

The SBI invited non-Annex I Parties to nominate national focal points for facilitating assistance for the preparation of the initial communications.
٩٢- ودعت الهيئة الفرعية للتنفيذ اﻷطراف غير المدرجة في المرفق اﻷول إلى تعيين مراكز وطنية للتنسيق لتيسير تقديم المساعدة في إعداد البلاغات اﻷولية.

The SBSTA considered document FCCC/SB/MISC.1/Add.1 as the principal basis for the adoption of guidelines and format for the preparation of initial communications from non-Annex I Parties.
٨٦- ونظرت الهيئة الفرعية في الوثيقة FCCC/SB/MISC.1/Add.1، بوصفها اﻷساس الرئيسي لاعتماد المبادئ التوجيهية والشكل ﻹعداد البلاغات اﻷولية المقدمة من اﻷطراف غير المدرجة في المرفق اﻷول.

Guidelines for the preparation of initial communications from non-Annex I Parties have also been approved by the COP (decision 10/CP.2), and eight communications have since been submitted.
كما أقر مؤتمر اﻷطراف المبادئ التوجيهية الخاصة بإعداد البلاغات اﻷولية المقدمة من اﻷطراف غير المدرجة في المرفق اﻷول )المقرر ٠١/م أ-٢( وقد تم منذ ذلك الحين تقديم ثمانية بلاغات.

At the same session, the SBI also requested the secretariat to organise a workshop, prior to the eighth session of the SBI, with the aim of assisting deliberations on the matter in the light of submissions of initial communications received by the secretariat by that time.

It considered this document as the principal basis for the decision to adopt and implement guidelines and format for the preparation of initial communications from non-Annex I Parties.

19. The SBI may wish to commence its discussion on the process for the consideration of the initial communications from Parties not included in Annex I to the Convention, taking into account any guidelines that may be recommended by the SBSTA.
٩١- وقد ترغب الهيئة الفرعية للتنفيذ في بدء مناقشتها لعملية النظر في البلاغات اﻷولى المقدمة من اﻷطراف غير المدرجة في المرفق اﻷول للاتفاقية، آخذة في اعتبارها أية مبادئ توجيهية قد توصي بها الهيئة الفرعية للمشورة العلمية والتكنولوجية.

Concludes further, with respect to the implementation of the Convention by non-Annex I Parties, that, as described in the third compilation and synthesis of initial communications from non-Annex I Parties, the reporting Parties are taking measures to address climate change and its adverse impacts. Decision 31/CP.7
6- يستنتج كذلك، فيما يتعلق بتنفيذ الاتفاقية من قِبَل الأطراف غير المدرجة في المرفق الأول، أن الأطراف المبلِّغة تتخذ تدابير للتصدي لتغير المناخ وما يترتب عليه من آثار ضارة، حسبما هو مشروح في عملية التجميع والتوليف الثالثة للبلاغات الأولية المقدمة من الأطراف غير المدرجة في المرفق الأول.

The SBI, under agenda item 3 (a), will also consider the fifth compilation and synthesis of initial communications from non-Annex I Parties, which contains, inter alia, information reported by Parties on education, training and public awareness.
35- وستنظر الهيئة الفرعية للتنفيذ، تحت البند 3(أ) من جدول الأعمال، في التقرير التجميعي والتوليفي الخامس للبلاغات الأولية المقدمة من الأطراف غير المدرجة في المرفق الأول، والذي يشمل جملة أمور منها المعلومات المقدمة من الأطراف بشأن التعليم والتدريب والتوعية العامة.

25. The SBSTA may wish to continue its discussion on the guidelines and format for initial communications from Parties not included in Annex I to the Convention with a view to making a recommendation to the COP, in cooperation with the SBI which will consider issues related to facilitation of such communications and the process for their consideration.
٥٢- وقد ترغب الهيئة الفرعية للمشورة العلمية والتكنولوجية في مواصلة مناقشتها بشأن المبادئ التوجيهية والشكل الخاصين بالبلاغات اﻷولية المقدمة من اﻷطراف غير المدرجة في المرفق اﻷول بالاتفاقية بقصد تقديم توصية إلى مؤتمر اﻷطراف، بالتعاون مع الهيئة الفرعية للتنفيذ التي ستنظر في القضايا المتصلة بتيسير هذه البلاغات وعملية النظر فيها.

Concerning support for non-Annex I Parties' initial communications, the Executive Secretary stated that Convention bodies were not well informed about the prospects for receipt of the national communications and that several non-Annex I Parties had announced delays in their completion.
٤- وفيما يتعلق بالدعم المقدم للبلاغات اﻷولية من اﻷطراف غير المدرجة في المرفق اﻷول لاحظ اﻷمين التنفيذي أن الهيئات المنشأة بموجب الاتفاقية ليست على اطلاع كاف بالاحتمالات المتعلقة بتلقي البلاغات الوطنية وأن العديد من اﻷطراف غير المدرجة في المرفق اﻷول قد أعلنت عن حالات تأخير في الانتهاء من هذه البلاغات.

15. The backbone of the initial communications network of UNMIK was provided by satellite earth stations.
