Urges the Parties included in Annex II to the Convention to facilitate the participation in projects under Article 6 of Parties included in Annex I with commitments inscribed in Annex B that are undergoing the process of transition to a market economy;
1- يحث الأطراف المدرجة في المرفق الثاني للاتفاقية على تيسير مشاركة الأطراف المدرجة في المرفق الأول، التي تتحمل الالتزامات المنصوص عليها في المرفق باء و تمر بمرحلة انتقال إلى اقتصاد السوق، في تنفيذ المشاريع في إطار المادة 6؛

Net emissions or net removals in the commitment period less [five] [x] times the reference level inscribed in Annex [F] for that Party.]
تكون مساوية للانبعاثات الصافية أو عمليات الإزالة الصافية في فترة الالتزام مطروحاً منها [خمسة] [x] أمثال المستوى المرجعي المسجل في المرفق [فاء] لذلك الطرف.]

24. In accordance with decision 13/CMP.1, paragraph 4, the secretariat forwarded to the Committee the sixth annual compilation and accounting report for Parties to the Convention with commitments inscribed in Annex B to the Kyoto Protocol and the addendum thereto.
24- ووفقاً للفقرة 4 من المقرر 13/م أإ-1، أحالت الأمانة إلى اللجنة تقرير التجميع والمحاسبة السنوي السادس المتعلق بالأطراف في الاتفاقية التي أخذت على عاتقها التزامات منصوص عليها في المرفق باء من بروتوكول كيوتو، والإضافة الملحقة به().

Urges the Parties included in Annex II to the Convention to facilitate the participation in emissions trading under Article 17 of the Kyoto Protocol of Parties included in Annex I to the Convention with commitments inscribed in Annex B which are undergoing the process of transition to a market economy;

Additionally, the information submitted under Article 7, paragraph 2, by each Party not included in Annex I, which has elected to make a commitment inscribed in Annex BI shall be reviewed as part of the review of communications.
وتستعرض أيضاً المعلومات المقدمة بموجب الفقرة 2 من المادة 7 من كل طرف غير مدرج في المرفق الأول قطع على نفسه التزاماً مقيداً في المرفق باء أولاً، وذلك كجزء من استعراض البلاغات.

Urges the Parties included in Annex II to facilitate the participation in emissions trading under Article 17 of the Kyoto Protocol of Parties included in Annex I with commitments inscribed in Annex B that are undergoing the process of transition to a market economy.
2- يحث الأطراف المدرجة في المرفق الثاني على تيسير المشاركة في تبادل حقوق اطلاق الانبعاثات بموجب المادة 17 من بروتوكول كيوتو للأطراف المدرجة في المرفق الأول التي تتحمل التزامات مدرجة في المرفق باء والتي تمر بمرحلة انتقال إلى اقتصاد السوق.

Subject to the provisions of paragraph below, a Party included in Annex I with a commitment inscribed in Annex B is eligible to use CERs, issued in accordance with the relevant provisions, to contribute to compliance with part of its commitment under Article 3, paragraph 1, if it is in compliance with the following eligibility requirements:
31- رهناً بأحكام الفقرة 32 أدناه، يجوز لطرف مدرج في المرفق الأول وملتزم بأحد الالتزامات المدرجة في المرفق باء، أن يستخدم وحدات خفض الانبعاثات المعتمدة التي صدرت وفقا للأحكام ذات الصلة للإسهام في الامتثال لجزء من التزاماته المنصوص عليها في الفقرة 1 من المادة 3، إذا امتثل الاشتراطات التالية للأهلية:

(b) Where a Party is reporting in the commitment period net removals smaller than [five] [x] times the reference level inscribed in Annex [F] for that party: equal to zero; and
(ب) عندما يبلغ طرف من الأطراف عن عمليات إزالة صافية في فترة الالتزام تقل عن [خمسة] [x] أمثال المستوى المرجعي المسجل في المرفق [فاء] لذلك الطرف: تكون مساوية ﻟ " صفر " ؛

Article 3.8 bis. For the second commitment period, any Party included in Annex I or any Party not included in Annex I, which has elected to make a commitment inscribed in Annex BI, may use 2005 as its base year for gases listed in Annex AI, for the purposes of the calculation referred to in paragraph 7 bis above.
المادة 3-8- مكرراً: في فترة الالتزام الثانية، يجوز لأي طرف مدرج في المرفق الأول أو أي طرف غير مدرج في المرفق الأول، قطع على نفسه التزاماً مقيداً في المرفق باء أولاً، أن يستخدم سنة 2005 كسنة أساس له بالنسبة للغازات المدرجة في المرفق ألف أولاً، لأغراض الحساب المشار إليه في الفقرة 7 مكرراً أعلاه.

Cyprus and Malta are member States of the European Union but are not Parties to the Convention that are also Parties to the Kyoto Protocol with a commitment inscribed in Annex B to the Kyoto Protocol.
