Approximately two-thirds of the claims submitted by individuals in Instalment Twenty-Three (A) were submitted by the Government of Jordan.

Accordingly, in these instances, the Panel applies the approach set out in the Instalment Twenty-Three (A) Report when undertaking the process set out in paragraph 35 above.

For the reasons stated in paragraph 17 of the First " E4 " Report, as well as the reasons stated in paragraph 27 of the Instalment Twenty-Three (A) Report, the Panel retained the services of an accounting firm and a loss adjusting firm as expert consultants.

Before turning to the Instalment Twenty-Three (A) claims, the Panel finds it helpful to set out the background to " stand alone " claims and how they came to be the subject of decision 123.

An additional two claims were also identified as relating to an existing claim in Instalment Twenty-Three (A) and was therefore added to the instalment.

Streaming As stated above, none of the individual claimants in Instalment Twenty-Three (A) are Kuwaiti nationals and most of them did not resume their businesses or return to Kuwait after liberation.
43- كما ورد ذكره أعلاه، فإنه لا يوجد بين أصحاب المطالبات الأفراد في الدفعة الثالثة والعشرين (ألف) أي مواطن كويتي، كما أن معظمهم لم يستأنف أعماله التجارية أو يرجع إلى الكويت بعد تحريرها.

However, as set out in paragraphs 35 to 38 of the Instalment Twenty-Three (A) Report, the Panel is aware that some of the stand alone claimants in this instalment did not return to Kuwait after liberation or resume their businesses.
