(a) Consider signing and ratifying or acceding to the international human rights instruments and to consider accepting the individual communications procedures under applicable instruments if they have not already done so, and to effectively implement their obligations under instruments to which they are party;
(أ) التفكير في التوقيع على صكوك حقوق الإنسان الدولية والتصديق عليها والانضمام إليها، والنظر في قبول إجراءات تلقي البلاغات من الأفراد بموجب الصكوك السارية، إن هي لم تفعل ذلك بعد، وتنفيذ التزاماتها بموجب الصكوك التي هي طرف فيها، بشكل فعال؛

(a) Engage more actively, and as a matter of priority, in mutual legal assistance and extradition in terrorism cases, by utilizing the instruments to which they are party, furthering bilateral cooperation, updating domestic legislation, and becoming parties to additional regional and international treaties on mutual legal assistance and extradition;
