2. Review of the functioning of the intergovernmental machinery of UNCTAD in accordance with the Cartagena Commitment and subsequent relevant decisions of the Board
٢ - استعراض عمل اﻵلية الحكومية الدولية لﻷونكتاد وفقا لالتزام كرتاخينا ولمقررات المجلس اللاحقة ذات الصلة.

The Board will also be invited to take note that, in order to bring the classification of non-governmental organizations in the special category into line with the post Midrand intergovernmental machinery of UNCTAD, the Secretary-General of UNCTAD will carry out consultations, with the organizations concerned to ascertain their wishes regarding their participation in the new bodies.
وسيُدعى المجلس أيضاً إلى اﻹحاطة علماً بأنه بغية جعل تصنيف المنظمات غير الحكومية المدرجة في الفئة الخاصة متسقاً مع اﻵلية الحكومية الدولية لﻷونكتاد في مرحلة ما بعد ميدراند، سيُجري اﻷمين العام لﻷونكتاد مشاورات مع المنظمات المعنية للتحقق من رغباتها فيما يتعلق باشتراكها في الهيئات الجديدة.

13. The Conference has taken measures to make the intergovernmental machinery of UNCTAD more efficient and responsive to the needs of a rapidly changing world economy.
٣١ - اتخذ المؤتمر كذلك تدابير لجعل اﻵلية الحكومية الدولية لﻷونكتاد أكثر كفاءة واستجابة لاحتياجات اقتصاد عالمي سريع التغير.

To that end, the intergovernmental machinery of UNCTAD must be strengthened to make it more efficient in the context of the United Nations system as a whole and allowed to assume a more concrete role in the process of integrating the developing countries into the world economy and the international trading system.
ووصولا الى تلك الغاية، لا بد من تعزيز اﻵلية الحكومية الدولية لﻷونكتاد لجعلها أكثر كفاءة في سياق منظومة اﻷمم المتحدة ككل، والسماح لها بالاضطلاع بدور ملموس بدرجة أكبر في عملية إدماج البلدان النامية في الاقتصاد العالمي والنظام التجاري الدولي.

At the first part of its forty-second session, in the context of preparations for the ninth session of the Conference, the Board decided to convene the eighteenth special session to review the functioning of the intergovernmental machinery of UNCTAD and took note that the President would be conducting informal consultations to prepare for that session of the Board.
وقرر المجلس، في الجزء اﻷول من دورته الثانية واﻷربعين، في سياق اﻷعمال التحضيرية للدورة التاسعة للمؤتمر، أن يعقد الدورة اﻹستثنائية الثامنة عشرة بغية استعراض أداء اﻵلية الحكومية الدولية لﻷونكتاد لعملها وأحاط علما بأن الرئيس سيجري مشاورات غير رسمية لﻹعداد لدورة المجلس تلك.

5. It experienced difficulty in reviewing Programme 17, as the Commission on Science and Technology for Development remains a subsidiary body of Economic and Social Council and consequently outside the jurisdiction of the intergovernmental machinery of UNCTAD (cf. TD/B/EX(9)/2, paras. 21 - 22).
٥- ووُجدت صعوبة في استعراض البرنامج ٧١، ذلك ﻷن لجنة تسخير العلم والتكنولوجيا ﻷغراض التنمية ما زالت هيئة فرعية تابعة للمجلس الاقتصادي والاجتماعي مما يجعلها خارج اختصاص اﻵلية الحكومية الدولية لﻷونكتاد )ارجع إلى الفقرتين ١٢ و٢٢ من الوثيقة (TD/B/EX(9)/2.

The Group agreed that a possible application by it to the Common Fund for Commodities for designation as an eligible International Commodity Body should be considered only after decisions by UNCTAD IX on the future of the intergovernmental machinery of UNCTAD.
٢٤- وافق الفريق على أن إمكان تقدمه إلى الصندوق المشترك للسلع اﻷساسية بطلب تعيينه هيئة دولية مؤهلة لا ينبغي التفكير فيه إلا بعد ما سيتخذه اﻷونكتاد التاسع من قرارات بشأن اﻵلية الحكومية الدولية لﻷونكتاد.

(f) The intergovernmental machinery of UNCTAD needs to be tightly structured, yet sufficiently flexible to accommodate a wider range of intergovernmental interaction than in the past.

(vi) In the context of the preparatory process for UNCTAD IX, the Board adopted, at its eighteenth special session on 15 December 1995, recommendations 431 (S-XVIII) on the review of the intergovernmental machinery of UNCTAD.
`٦` وفي سياق العملية التحضيرية لﻷونكتاد التاسع، اعتمد المجلس في دورته الاستثنائية الثامنة عشرة المعقودة في ٥١ كانون اﻷول/ديسمبر ٥٩٩١، التوصيات ١٣٤)دإ-٨١( بشأن استعراض اﻵلية الحكومية الدولية لﻷونكتاد.

In accordance with General Assembly resolution 49/130 of 19 December 1994, the Commission on Transnational Corporations was renamed the Commission on International Investment and Transnational Corporations and integrated into the intergovernmental machinery of UNCTAD.
