In order to obtain the permission required for the manufacture, import, export, transport, storage, use or trading of explosive materials, it is necessary to submit a request to the Minister of the Interior and Local Development, accompanied by the following documents:

Integration of information on the prohibition of torture into training courses for law enforcement officers has been key to disseminating human rights culture for some time now and efforts have been made to deepen and widen the integration process so as to reach all law enforcement officers especially officers from the Ministry of the Interior and Local Development and the Ministry of Justice and Human Rights.
238- ولأنّ إدراج التعليم والإعلام في ما يتعلق بحظر التعذيب في برامج التدريب الموجه للأشخاص المكلفين بإنفاذ القوانين هو جزء لا يتجزأ من التربية على ثقافة حقوق الإنسان، فقد تم العمل خلال الفترة التي يغطيها هذا التقرير على تعميم هذا الإدراج وتوسيع نطاقه ليشمل كافة الأشخاص المكلفين بتنفيذ القوانين والتابعين خاصة لكل من وزارة الداخلية والتنمية المحلية ووزارة العدل وحقوق الإنسان.

In addition to the role played by the inspectorates of the Ministry of the Interior and Local Development, the Ministry of Justice and Human Rights, and the Prisons Administration, in overseeing the functions and performance of their staff, human rights units at the various ministries and Citizens' Watch organization make a positive contribution to protect human rights against violations.
298- إلى جانب ما تقوم به مصالح التفقد بكل من وزارة الداخلية والتنمية المحلية ووزارة العدل وحقوق الإنسان والتفقدية العامة التابعة للإدارة العامة للسجون والإصلاح من دور رقابة على جميع أعمال إطارات وأعوان قوات الأمن الداخلي وكذلك إطارات وأعوان السجون والإصلاح، فإن خلايا حقوق الإنسان بالوزارات ومؤسسة المواطن الرقيب تقوم بدور إيجابي في حماية حقوق الإنسان من الانتهاكات.

331. Administrative investigations into acts of torture when there is reasonable belief they have been committed on Tunisian soil are divided into two types. Investigations that are carried out at the level of the administration of justice within the Ministry of Justice and Human Rights, and investigations conducted by the inspectorates of the Ministry of the Interior and Local Development.
331- تنقسم التحقيقات الإدارية التي يتم إجراؤها كلما وجدت أسباب معقولة تدعو إلى الاعتقاد بأنّ عملاً من أعمال التعذيب قد ارتكب في أي مكان من التراب التونسي،إلى قسمين،فهناك التحقيقات التي تتم على مستوى إدارة القضاء أي على مستوى أجهزة وزارة العدل وحقوق الإنسان، وهناك التحقيقات التي تتم عن طريق أجهزة التفقد التابعة لوزارة الداخلية والتنمية المحلية.

334. Established in 2004, the Higher Inspectorate for Internal Security Forces and Customs Services at the Ministry of the Interior and Local Development is responsible for conducting administrative investigations when the Ministry is made aware of a complaint involving the commission of an act of torture or ill-treatment on Tunisian soil or if a case is reported when other inquiries or field visits are conducted.
334- تتولى التفقدية العليا لقوات الأمن الداخلي والديوانة التابعة لوزارة الداخلية والتنمية المحلية والتي أحدثت سنة 2004 القيام بتحقيقات إدارية كلما تعهدت الوزارة بشكاية تتضمن أنّ عملاً من أعمال التعذيب أو سوء المعاملة قد ارتكب في أي مكان من التراب التونسي، أو بلغ إلى علمها حصول مثل ذلك الأمر أو كلما تم اكتشاف مثل ذلك الأمر عند القيام بأبحاث إدارية أخرى أو زيارات ميدانية.

335. Like its counterpart at the Ministry of Justice and Human Rights, inspectorates at the Ministry of the Interior and Local Development refer the outcome of administrative investigations to the judiciary through the administrative hierarchy for any legal action to be taken against any Internal Security Forces officers proven to have committed an act of torture or ill-treatment in addition to the disciplinary action taken.
335- وعلى غرار ما تقوم به مصالح التفقد التابعة لوزارة العدل وحقوق الإنسان، تتولّى مصالح التفقد التابعة لوزارة الداخلية والتنمية المحلية إحالة الأبحاث الإدارية إلى القضاء عن طريق التسلسل الإداري لإجراء التتبعات اللازمة ضد أي إطار أو عون من قوات الأمن الداخلي يتوفر في شأنه ما يكفي من الأدلة على ثبوت ارتكابه لأعمال تعذيب أو سوء معاملة، فضلاً عما يسلّط على ذلك الإطار أو العون من جزاءات تأديبية.
